Chicago P.D. (2014) s08e12 Episode Script

Due Process

Crime stats are much higher than we would like, but we are very proud of the progress we've made in the past ten months.
Newly hired officers now reflect the faces of the districts they patrol.
Community policing is in place, and the neighborhoods are responding in a positive way.
Look, we know change isn't easy, but we are dedicated to transparency and rule the law and we will persevere.
Thank you.
- Deputy Miller, Deputy Miller! - Deputy Miller.
Five officers have recently been suspended or fired due to police misconduct.
How is that progress? You just said it.
They've been suspended or fired.
It means we're paying attention, and we're holding people accountable.
They are part of a culture that will no longer be tolerated.
As a result of this misconduct, several violent offenders have recently been exonerated.
I'm talking about murderers, rapists.
What do you say to the victims and their families? I say justice will prevail in the end And that we must solve crimes the right way.
The legal way.
Change isn't always easy or pretty, but that doesn't mean it's not necessary.
Units in the 13th District, we're getting calls of a man shot.
4100 block of South Wallace.
CFD has been notified and is en route.
5021, hold me down responding to the Wallace call.
- I'm three blocks out.
- Copy that.
Hey, step back.
Why don't you guys wait over there? I'm Sergeant Voight, and I can help you.
Help's on the way.
All right.
I'm gonna put pressure on the wound.
Can you tell me what happened? Oh, he shot me.
The bastard shot me.
Okay, who shot you? - Quick Route driver.
- All right.
Picked us up, then started driving.
- Okay.
- He told me to get out.
He's got my wife.
You gotta help her.
He's driving a black Ford Fusion.
Where'd you get picked up? - 31st.
- 31st.
31st Hey, hey, stay with me.
What's your name? - Ben.
- Ben, all right.
Hang in there, Ben.
The ambulance is here.
Can you tell me what the driver looked like? Black Ford Fusion.
Okay.
Let me see.
It'll be okay.
5021, emergency.
Suspect in recent shooting is fleeing westbound in a black Ford Fusion.
Advise responding units to exercise extreme caution.
Gunshot victim's wife is in the vehicle, appears to have been abducted.
Copy that.
So the woman abducted is his wife, Jessica Larson.
I want an ASA on board now.
This could move fast.
- I'm on it, Sarge.
- We're pulling video.
Hopefully, we'll get enough for facial rec.
Got it.
All right.
So where we at on phones? Ben's is locked, the wife's is off, but we're working with Quick Route to help us locate the vehicle.
I got a list of all the pickups in the last 30 minutes in the immediate area.
Just focus on a black Ford Fusion, about 7:15 on or about 31st and Dearborn.
Fusion, copy that.
Running that account.
All right, run that plate by me.
Paul Victor Boy 27 David William.
Stand by.
Stand by.
We're looking for a Jonathan Eakin.
DOB 14 January 1989.
All right, yeah, I got him.
I got him.
Jonathan Eakin.
One prior for drug possession.
- Yeah.
- Let's find this guy.
Any updates? Quick Route's tech's still saying he's on this block.
There he is.
Sarge, we got a positive on the vehicle.
He's heading south on Dempsey.
Ruz, you copy? Copy that.
We're coming around.
Copy.
On my way.
Chicago PD! Let me see your hands.
Nice and slow.
Reach for the door and step out of the car.
Step out of the vehicle.
Keep your hands where I can see them.
Step back.
On your knees, on your knees! What did I do? Car's clear! Trunk's empty! We wanna know about your pickup, 7:15.
Jessica Larson.
Where is she? Larson? Who? Wait, wait.
Larson? She was a no-show.
I one-starred her ass.
- Check my phone.
- Let me see.
It's right there, see? "Customers not at pickup.
" I've never seen her before in my life, I swear to God.
- Bring him in.
- I didn't do anything.
Then you got nothing to worry about.
Keep digging.
She's still out there.
Morning.
Sarge, the Quick Route driver's story checked out.
He was 20 blocks away when the abduction happened, so we kicked him.
Any word on the gunshot victim? Except him to make a full recovery.
Med's gonna notify us as soon as he's stable.
POD video from 31st and Dearborn just came in.
That's where Ben and his wife were picked up.
All right, 7:12, Larsons exit the restaurant.
Now they're waiting for their Quick Route.
Hold on.
They're expecting a black Fusion.
That is a black Honda.
They look almost identical - Freeze it.
- Yeah, yeah, yeah.
- Run the plate.
- All right.
Illinois plates.
John X-ray 72 Paul nine.
It's registered to a Luna Witt.
She's 55, reported it stolen yesterday.
Here we go.
LEADS posted that Patrol recovered the vehicle in Haywood Park.
Come on.
Jay, Hailey, you're with me.
Hey, car was empty.
Surprise, surprise, the fire was intentional.
They doused the inside with lighter fluid.
Right, thanks, Bos.
All right, notify the others.
We're gonna conduct a grid search.
- PODs, cameras, do the drill.
- Upton.
Sarge, it's CPIC.
Hold on a sec.
I'm gonna put you on speaker.
Go ahead.
The provider just sent over the dump on Jess Larson's phone.
You guys should be looking at the 2500 block of West Howard.
That's close.
Let's go.
All right.
We're headed there now, thanks.
This is the only building in the 2500 block.
- We got a way in.
- Let's go.
Sarge.
Jay, we got her.
It's a recovery, not a rescue.
Excellent.
- Sarge.
- Anything? So far, nothing actionable from the body.
The rape kit's being rushed.
There's no fingerprints on the scene.
They think he used a condom.
Cause of death is strangulation.
But she fought back.
There's plenty of defensive wounds.
Her fingernails are ripped off, broken.
They're conducting the scrapings now.
Hopefully, we'll get DNA.
Okay, so what do we know about this place? All right, well, the company that owns the building says it's used for heavy equipment storage, and it's empty most of the time.
We got tire tracks that are consistent with the size of our burnt down Honda.
Found pretty good blind spot, parked away from all the damn cameras.
It worked.
I got into the security area.
I got nothing on surveillance inside or out.
So this prick knows this place.
Yeah, he most certainly does.
He worked there for six months in 2015.
What are you talking about? I pulled CTA footage from where the Honda was stolen.
There's no footage of the steal, but I noticed a guy walking out of a minimart a block away.
That right there is Caleb Hoff.
- He looks familiar.
- He should.
He just sued the city for 25 mil.
Yeah, I know this guy.
Wrongful arrest.
He was serving 20 to life for rape and murder.
The Conviction Integrity Unit looked into his case.
Next thing you know, the arresting detective gets charged with unlawful use of force, and Hoff walked free three weeks ago - with an apology from the mayor.
- Okay.
We're gonna do this one right.
By the book.
Who knows? Maybe Hoff has bad luck, lives in the area, was just buying milk.
Come on, Sarge.
You really believe that? No, but it doesn't change the game plan.
- That's him.
- And you're sure? It was dark out, but I'll never forget those eyes, how he stared, how he was gawking at Jess in the rearview mirror.
I knew the guy was trouble.
So I told him to stop the car.
He pulled over.
He told me to get out.
Only me.
I told him to go to hell.
I grabbed Jess's hand to get out of the car.
That's when he shot me.
You caught him? He's under arrest? Sorry.
Not yet.
Do you know his name? - It's Caleb Hoff.
- Does he have a record? He's done something like this before, yeah.
Why isn't he in prison? What the hell was he doing on the street? Ben, I'm sorry.
I am.
It's just the law.
It's It's the law.
There's nothing we could do about it.
To hell with the law! My wife is dead, Sergeant, because you let a monster go free.
How could you? Looks like Caleb Hoff's in the wind.
He was released from Stateville five weeks ago, all charges dropped, no stipulations to his release.
So you're telling me he didn't have to give an address or report to a PO? Correct.
No last known address.
All right, he got any family here in Chicago? I mean, there's a couple distant cousins, and I'm trying to track them down, but All right, what about Hoff's attorney? Yeah, I reached out to him.
For a defense attorney hell-bent on taking apart the police force, he was all right.
He leveled with me.
Said he hadn't talked to him in two weeks, and that that made him nervous.
Repeat offending tends to hurt the money train.
All right, we get anything from that minimart? Yeah, presented the owner with a photo array, and he said he noticed Hoff right off the bat, said he was high as hell, and he bought cigarettes and a box of condoms.
Morning.
I don't wanna interrupt.
- Hank, you got a sec? - Yep.
So it's true? Caleb Hoff's a person of interest in Jess Larson's murder? Our victim's husband gave a positive ID.
We're trying to locate Hoff now.
All right, I should put out a statement.
I need to warn the public about using ride share apps, and I should mention Hoff by name.
- I don't think we're there yet.
- Why not? We got no DNA or physical evidence.
You said the victim's husband ID'd Hoff.
Yeah, well, turns out he also had four scotch and sodas prior to the incident.
Plus, it was dark outside, and he only saw his eyes in the rearview mirror.
I ran it all past the ASA.
He said the ID's pretty much meaningless.
All right, all right.
We need more evidence, we need to make sure the case is airtight, or this prick is gonna sue is again.
Can you believe this? We're tiptoeing around a serial rapist and killer, trying to make sure we don't offend him.
You should talk to the detective who arrested Hoff.
- See what she knows.
- The one who got suspended? She's a hell of a cop, Hank.
Smart, tough.
She just lost her mind for a minute.
- That's all.
- Hmm.
And if you do talk to her directly, just keep it on the down low, off the report.
I don't wanna give his lawyers any more ammunition.
Copy.
You're here to talk about Hoff, correct? Well, from what I understand, you know a lot about him.
You spent a lot of time on the investigation.
18 months, day and night.
So I'm guessing he already slipped up, raped and killed someone.
He's a person of interest in a current investigation.
You don't have any leads.
Not at the moment.
We were hoping you could help us out, shed some light on his personality, his habits.
I'll grab my files.
Mom died when he was five.
His violent, abusive father skipped town when he was seven.
Hoff entered the foster care system.
He did not play well with others.
Hoff is violent and abusive, just like dad.
At 15, he was busted on two charges, agg assault and carjacking.
The driver was a 16-year-old girl.
Fast forward a few years, Hoff got picked up for the rape of a college student named Nina Capel.
Hoff offered her a ride, attacked her in his car.
Nina managed to get away, but Nina got scared, refused a rape kit, refused to testify.
Hoff used a condom.
There was no physical evidence.
So the jury acquitted him.
He started to feel untouchable.
Wanted more, rape wasn't a good enough high, so he started killing.
First murder was Denise Bush.
Hoff allegedly stole a yellow cab and started trolling O'Hare arrivals, and Denise, just back from visiting her mom in Minneapolis, sadly hailed his cab.
Next up was Meredith Cheney.
Meredith got into a yellow cab late one night outside of McCormick Place.
Witness described Hoff as the driver.
Meredith was never seen again.
No body, no crime.
Victoria was walking out of a club on Clark Street at 2:00 in the morning.
Hoff jumped her.
Witness saw the struggle, but he was too far away to help.
But this case, this Victoria Lee, that's the one you nailed him on, right? Yeah, we got a lead on a flop house he was staying at in Lawndale.
Martinez suspected he was bunking here but had no real proof.
Nothing to get a warrant on.
So I talked to the roommate, some dirtbag named Paul Nelson.
I asked him for consent to search the room.
He told me to suck it.
I politely declined the offer, then I asked one more time for consent, and he spit at me.
So I did what I did.
I beat his ass with a nightstick, then told him to sign the consent form and unlock Hoff's room.
He agreed.
Went in, found blood on the shirt.
It was a match for Victoria's DNA.
Case closed.
Until the Convictions Integrity Unit got a hold of the case files.
Yeah.
Until then.
Look, Hoff rapes and kills in quick succession, so I'm just guessing he's getting started here.
I were you, I would keep my eyes and ears open for any missing persons, female, affluent, 20s and 30s, North side, east of Clybourne.
That's where he likes to hunt.
Appreciate your help, Lisa.
Any time.
Stay strong.
Justice and the law don't always work in perfect harmony.
Yeah, I've noticed.
I had lunch with Victoria Lee's father last week.
Poor guy hasn't slept since Hoff was released.
Sits up at night, thinking of ways of killing the son of a bitch.
For real.
I can't even imagine it, losing your daughter like that, and having the monster who did it walk free.
All right, where are we at? Nothing's popping on missing persons or reported car thefts.
We got Jay and Hailey canvassing the area - where the Honda was dumped.
- Huh.
Hank, I think I got one.
One of my guys on the watch - rolled on a missing persons call.
- Right.
Young woman said her roommate, Renee Ferguson, got into a ride share about two hours ago and never made it back to the dorms.
Not answering her phone either.
So we ran the phone.
She called 911 about two hours ago.
Listen to this.
911, what's your emergency? Uh, sir, this isn't the way.
Relax, I'm using Waze.
It's a shortcut.
Dude, this is the complete wrong direction.
Pull over.
I'll look into recently reported stolens.
Oh, thank you.
I oh, my God.
No.
Help me.
Help me, please.
Please, do you hear me? Help me! Help! Help! Help! The phone cut out before OEMC could start a trace.
15 seconds later, the signal was lost.
- CPIC's trying to triangulate.
- Tell me you got something.
13th District, sitting on a stolen black Nissan Altima 1/2 block from Hoff's last dump.
The only problem is, it's on fire.
All right, let's go.
I got a necklace here.
Yeah, it's definitely hers.
Yo, Sarge, I got footprints going eastbound.
They good be Hoff's.
He can't be too far.
Grab Kim.
Chase it.
Burgess! Me and you.
- Chicago PD! - Yo, what's going on? We're looking for someone.
You see anybody cut through here? Yeah, I saw some jagoff running by about 20 minutes ago.
Didn't think too much about it.
Then I saw the smoke and heard the sirens.
What'd the jagoff look like? I don't know.
A white guy, I guess.
He flagged down a red pickup, got inside, and took off.
Sarge, that's a negative on Hoff, but we've got a lead on a red pickup.
Copy.
Check PODs and cameras.
Keep at it.
So maybe he pulls up, grabs Renee from the car, takes her into one of those buildings.
Yeah, he does his thing, he comes out, lights the car on fire, and then he runs.
All right, round up some patrol.
- We'll start looking.
- Copy that.
Sergeant! Found something.
- Hoff? - No definitive evidence, but it's the same MO.
Offender poses as a Quick Route driver outside a restaurant.
Body worked over just like the other woman, naked, tortured, obvious horrific signs of sexual assault.
Cause of death? Blunt force trauma, head and face.
Yeah.
So Hoff is on the loose, doing what he does, but this time with reckless, violent abandon.
Well, it sure seems that way.
We gotta go public.
We gotta let everyone know that we believe Hoff is on a killing spree.
That's your call.
- We don't have a choice, Hank.
- Sure we do.
You can play this close to the vest.
We don't have to ID Hoff by name.
Look, let me tell you something.
You tell people what's really going on, they're gonna come gunning for you.
They're gonna blame you for letting him out, for investigating the original arrest.
I can live with that.
I stand by my original decision.
Well, it's not me you gotta convince.
I'm not trying to, 'cause I'm pretty sure I know where'd you come out.
The second you mention his name, that guy is gonna take off.
It's gonna make it a lot harder to find him.
Just do your job.
You stay one step ahead of this animal and bring him in before he kills again.
Time is of the essence.
Second victim, Renee Ferguson, had skin cells under her fingernails.
DNA matches to Caleb Hoff.
All right, thanks.
We might be getting closer to him.
Techs said they found a receipt in the Nissan from a Mexican restaurant.
Timestamped at 10:31 a.
m.
, which is two hours before Renee Ferguson's abduction.
So this guy slams back a breakfast burrito and goes on the hunt for young women.
Cold-blooded, man.
All right, so let's pull video from that restaurant right now.
Every hour that passes, another life is in danger.
Is that him? It's not a good shot of his buddy there.
Facial rec will have a hard time getting a read.
I can't believe we let a monster like Hoff just walk out of prison.
Oh, come on, Hailey.
Didn't have a choice.
Sure we did.
We just picked the one that made all the powerful people in this city feel warm and fuzzy.
You don't really believe that, do you? I do.
So are you saying you condone police misconduct? Of course not.
I'm saying, if it happens, if somebody acts inappropriately, it doesn't mean we need to light the whole damn village on fire.
I'm not really sure I know what it is you're trying to say here.
What I'm trying to say is those two women would still be alive if the prosecutor who looked into Hoff's initial arrest had just looked the other way.
And here we are.
Sorry to bother you.
I called a few times.
- Never heard back, so - Sorry.
I don't check my phone too much these days.
Listen, I got a few more questions about Hoff.
I just was hoping I could pick your brain.
- Sure, come on in.
- Thanks.
World's upside down, Hank.
Where you guys at? We found his DNA under the fingernails of one of the victims, so we now have proof it's him.
Let me guess: Renee's, right? She looks like a fighter.
We weren't so lucky.
Hoff kept covering his tracks at every turn, which is why I ultimately did what I did.
I was afraid we'd never catch him, that he'd keep on killing.
If I had just waited, stayed patient, played by the rules, he'd still be in jail, and those two girls would still be alive.
Listen, listen to me.
You did what you had to do in that moment to make this city safer, make sure he didn't kill more innocent women.
You got nothing to apologize for.
Look, we found a photo of Hoff with an unknown male, white.
I thought you might know who he is.
- Kenny Rose, meth dealer.
- Huh.
He and Hoff grew up in the same foster home.
Well, Kenny has an impressive sheet.
Meth, coke, heroin, and two armed robbery charges, you know, for good measure.
And he drives a 2014 red Ford pickup.
It matches what our witness told us.
All right, so Hoff ditches the stolen Nissan, torches it, his buddy Rose pulls up in the pickup, helps Hoff get away.
It means Rose knew what Hoff was doing.
And he's helping him get away with it.
All right, I'll loop in the team.
- Let Voight know.
- Yeah.
We got a red truck coming this way.
Mm-hmm.
The plate's a match.
One driver.
That's probably Rose.
No sign of Hoff.
All right, let him park.
We'll take him before he goes inside the house.
Copy that.
Chicago PD! Don't run! Rose is running out the back.
We're clearing the house.
Copy that.
Chicago PD! Don't move, you hear me? Put your hands behind your back.
We got him.
Don't fight.
What do you got on you, huh? Huh? What's that? That's crystal meth, Kenny.
Your day just got a lot worse.
Get up.
Where's Caleb Hoff? Who? Your friend who likes to rape and kill women.
I don't got any friends like that.
You guys must have the wrong house.
We can do this the easy way, or we can do it the other way.
Kenny, it's up to you.
I choose option two, the other way.
- You sure about that? - I'm positive.
Bring him inside.
Take him.
All right, Sarge, the house is clear, and I found this jacket.
Hoff was wearing it during the first murder, and this is what he was wearing outside the mini-market in that video.
So he was definitely hanging out around here.
We also found more meth.
Two ounces or so.
It's enough to arrest him, but it might not be enough to leverage him into cooperating.
Yeah, well, let me worry about that.
What does that mean? It doesn't matter what it means, Jay.
- I know you're upset.
- Upset? That's funny, I'm not sure I know what that means.
Sarge, we all want to nail this guy.
Why don't you guys head back to the district, see if you can locate Hoff's whereabouts? Adam and I, we're gonna talk to Rose one more time, see if we can convince him to cooperate.
- Sarge.
- This is not a negotiation.
So go! Come on, you guys.
Hoff's still out there.
We got work to do.
- You good? - You know I'm good.
Let's do it.
Okay, that's a felony right there.
Certainly enough to violate your parole.
Do what you gotta do.
We can pretend we never found this meth, came over, asked you a few questions.
You helped us out.
I don't know nothing about Hoff.
He raped and murdered two women in the last 48 hours Violated them in ways I won't even describe.
I want a lawyer.
You want a lawyer, huh? Kenny You don't cooperate You're gonna need a priest.
- What the hell are you - Where's Caleb Hoff? - Tell us where he is, Kenny.
- Where is he? Tell us where he is.
It's gonna be a lot easier.
- Trust me.
- Where is he? I said I want a lawyer.
Pinch him on the meth possession.
Hey, what the hell are you doing? Hey, you can't mess up the guy's car like that.
Are you crazy or something? I'm about to call the cops! There's no need.
Cops are already on the scene.
What what does that even mean? It means it's time for you to walk away now.
You understand me? Now! Guys, I got CTA security footage of Hoff getting on the L two blocks from Rose's house.
What time? 4:22 p.
m.
today.
There's only two trains that make that stop.
Pink and purple.
If he got on the L, he had to get off.
We should check surveillance at all stops, scanning in both directions.
Voight.
Sarge, Hoff exited the L at Kostner Street Station today at 5:02 p.
m.
Kostner.
Do we know any reason he'd be there? Any family, any known associates in the area? Not sure.
I reached out to Martinez.
She drew a blank.
Wait a minute.
Hold on a second.
Hold on.
All right, I want you to run a name for me.
Victor.
Victor Silvano.
Run the name Victor Silvano.
Okay, I'm on it.
Victor Silvano Died nine months ago, no wife and kids, LKA is somewhere on the South side.
He worked as an assistant foreman for 23 years at Galloway Metals.
Hold on.
That's three blocks north of Kostner.
It went out of business two years ago.
A good place to hide.
Gear up.
I'm ten minutes out.
Jay, it's me.
I'm here on site.
I'm dropping anchor.
I'll wait for your arrival.
On our way, Sarge.
Okay.
Copy that.
Lisa, what the hell are you doing here? Go home.
Let me take it from here.
5021, shots fired at the police.
On site, Galloway Metals, 2133 Rexford Road.
- Copy that.
- Lisa.
Backup en route.
Jay, be advised.
I'm heading inside the factory.
Copy that.
We're almost there.
Come out, Hoff! Agh! Damn it! - Okay.
- You're empty, Caleb.
Okay! Don't shoot.
Put the gun down.
Now! Give me a reason.
Hey.
Go ahead.
Do it.
Come on.
Come on, tough guy.
Reach for the gun.
Do it.
Do it! Get away from him.
Martinez.
Let me do this, Hank.
Let me make this right.
Hey, I've been dreaming about this - for a while.
- Lisa, look at me.
Watching you crawl, beg for your worthless life.
Look at me.
It's not worth it.
Making you feel the pain you inflicted - on those innocent women.
- Look at me.
Watching you bleed out, gasp Sarge, we're here! Are you hit? I'm good! I got Hoff right here! Go home.
Get the hell out of here now.
It's not worth it.
Go.
Go! Caleb Hoff, hey.
You're under arrest for the murders of Jess Larson and Renee Ferguson.
Everything all right? I think Caleb here hurt himself jumping off that walkway, though.
Oh, I'm sorry to hear that.
Is there anything I need to know or not know? We're good.
Guess the guy thought he could fly or something.
Yeah, we chased a hunch he was hiding off of Kostner.
He had an uncle that used to work at Galloway Metals.
I checked it out, and he was there.
- Great work.
- Thank you.
According to the report, he had a fractured right tibia.
Yeah, he tried to escape, jumped off the second floor, so I guess that makes sense.
I'm just pleasantly surprised that his face is clean.
No bruises, no cuts.
Like I said, jumped off the second floor, fell awkwardly.
Handcuffed him, got him medical attention, brought him back to the district.
I was trying to pay you a compliment, Sergeant.
A guy like this, I'm guessing it's easy to find a reason to subdue him.
I just wanted to make the arrest, get this guy back in a cage where he belongs.
No point giving his lawyer another loophole.
I agree.
The problem is that they've already found one, or they're claiming to have found one.
What are you talking about? Hoff claims that Detective Martinez was at the scene of the arrest.
Is there any truth to that? I arrived on scene, solo, around 7:21.
Waited for backup.
We located Hoff inside the abandoned factory, jumped off the second fl Right, and he fell awkwardly.
You placed him under arrest, got him medical attention, and brought him down to the district.
Was Martinez there? Just tell me the truth, Hank.
The truth is not your friend right now, Sam.
So if I were you, I'd stop asking questions.
I mean, what matters, what really matters Is a violent, evil man is now in custody, and the evidence against him is overwhelming.
So, I mean, please, just take yes for an answer and move on.
I appreciate you stopping by, but you don't have to worry about me.
I'm not gonna do anything crazy.
- Hmm.
- Not tonight, at least.
Day by day, that's all we can do.
I dedicated my whole damn life to this city, to being a cop, woke up every day trying to do good, trying to make Chicago a better place to live, a safer place to live.
I did a lot of good things.
I made a difference.
Took hundreds of really violent men, rapists and killers, off the street.
I didn't ask for medals or trophies.
I just did my job, put in my hours, 'cause I enjoyed it.
'Cause it made me feel good.
That's all over.
They took that away from me.
Now I'm just a punchline, a cowboy cop who lost her damn mind.
