Do we know why Phelan was targeted? DI Youngblood? Er, Andrew Phelan has been on the watchlist of our colleagues in the Security Services for three years.
A right-wing activist, ex-English Flag, with a criminal record for violent assault on Black, Asian and LGBT targets.
In his interviews Phelan is adamant he was the victim of an Islamist terrorist cell, but given his far-right background we're being cautious about accepting it.
We're exploring leads on who might have targeted him.

We believe this is how the attackers got away from the crime scene.
CCTV from the estate was reported vandalised, destroyed, maybe, the day before the attack, but we found CCTV on the nearby A205.
This van with stolen plates joined the road one minute after the service vehicle exploded.
Working hypothesis? A targeted attack by an Islamist group against an active white supremacist.

I believe the attackers' intent was to lure in emergency services, force an evacuation and set off a larger device.
The service vehicle causing mass casualties.
Andrew Phelan was strapped into a suicide belt, a remote controlled IED, and then placed into the boot of his own vehicle.
In the initial SO-15 report it says that Andrew Phelan was able to leave the car and move towards the crowd with an operational device.
We had sniper cover.
Yeah, it was, um, a fairly simple suicide vest, but it had a sophisticated firing switch, which I used my snips to deal with.
At approximately 1200 hours a vehicle-borne IED was detonated outside of the cordon.
We didn't have time to engage.
Joel did try to push the crowd back but he took the brunt of the blast.

Er, the suicide belt's main charges were triacetone triperoxide, TATP, similar to what we've seen used in the attacks on Manchester Arena in 7/7.
TATP is volatile and unstable.
It's the go-to chemical for these types of attacks.
