Andrew Phelan was chosen as the unwilling victim for the Westhaven attack because Nic Roberts had some kind of personal grudge against him.
Do we know what that was? From our interviews with Phelan we've established that Roberts mistakenly believed Phelan had been deliberately placed in his cell by MI5 to gather intel on the far right.
We're working through a database of suspects supplied by Thames House that had history with Nic Roberts, and examining CCTV and comms for any new associations.
We've had the preliminary results of Nic Roberts autopsy, and it seems that he was in the advanced stages of terminal prostate cancer, which might explain why he was prepared to act as a suicide bomber.

You seem certain that we're looking for the same bombers for all three attacks.

And three, with the reconstruction of the devices we've been able to identify a distinct signature in the wiring.
And does that tell us anything about the bomb maker? That they've had high-level military training.
