There were a lot of great officers out there, but after getting married, I had two wonderful daughters, and I wanted a different environment to raise them in.
And when I was done examining a bunch of different, um, cities and police departments, I really felt that Portland would give me what I was looking for.

SERGEANT DAVID BLANCHARD: We're on our way to one of our local hotels to assist our Special Investigations unit with an undercover prostitution operation.
Prostitution has changed over the years from your street- operation-type problems where you have prostitutes walking on the streets to the prostitutes soliciting their services through the Internet.
DEPUTY GARY RODGERS: We're gonna be the outside surveillance team.
We're gonna be monitoring the parking lot, watching for the suspects entering the hotel grounds, and then we'll notify the inside where we have an arrest team that will arrest suspects once the crime is completed.
Then we have a booking team that will process and do all the reports.
BLANCHARD: One of our undercover male deputies ordered a prostitute.
RODGERS: We have females en route; they're supposed to be - riving soon.
(over radio): - Taxicab, yellow over white.
I'm gonna see if it's coming - back or not.
RODGE: - Some of our undercover's meeting with the prospective prostitute at the cab.
Okay, we just had a light-skinned black female adult arrive in a taxicab.
She's wearing a black coat, blue jeans, and black boots.
UC's paying the fare to the cab, and the female and the UC are walking into the hotel now.
BLANCHARD: All right, he's gonna bring her up.

So there's a female undercover and a male undercover that are a couple.
Right now they're having a conversation with themselves, making sure that their - background story is good.
RODGERS: - Okay, it looks like, appears to be a white female adult, blonde hair, red leather jacket, black jeans, black boots, carrying a black purse.
And this might be our transvestite.
