Psychic Agent: The Gate Program (2026) Movie Script

(electronic noise)
- [Lady's Voice] Boo!
- Many people claim,
and many others question,
the existence of ESP.
- CIA Director Stansfield
Turner had disclosed
the CIA Chief said that
the agency found a man
who could see what was
going on anywhere in the world
through his psychic powers.
- An individual can sit down
and describe the scene 10,000 miles away.
What does that really mean?
- We provided information to
the military, the CIA, the DIA,
and other three letter organizations,
three letters that we've never heard of.
- We had a success.
We found that airplane.
Surely, that's not gonna end there.
- What more could this be used for?
Could one get inside
of someone else's head?
- The Russians were doing psychic spine,
but they were also doing a
program called (indistinct),
and that is hypnosis at a distance.
- Can they handle this topic, you know,
without becoming overly
emotional one way or another?
- I thought, "The army
doesn't use psychics."
Come on, that's crazy."
- If a person's belief system
does not believe in remote viewing,
nothing you do is gonna change their mind.
- At that time, it was
politically profitable to somebody
to not find him.
- People with precognitive abilities
had been around for centuries.
- I have a lot of information in my head
that is gonna die with me.
Yeah.
- I can happily say,
I'm the one that created the word Stargate.
- There were several reasons
why the program closed down.
- And what about today?
Are there any operational groups right now
ongoing somewhere within the government?
- Is it possible that after
Stargate was shut down,
a new program opened, way
more sophisticated and invasive?
- If such a program were to exist,
I think it would be so compartmentalized
and so buried, so deep.
- But nobody really
ever talks about that unit
and I won't either.
You can get to a person
at the subconscious level
and persuade them to do things.
I had one of the highest
security clearances
in the government.
From what I was told,
there are only 17 people
who ever had that high security clearance.
- [Interviewer] Is it possible
to psychically assassinate someone?
- I won't really go into that.
There's some things you don't want to know.
(intense music)
(boombox clicks)
(electronic noise)
- [Voice On Boombox] This is the first step
along your path to a gateway,
a gateway beyond which is discovery.
Your own discovery of reality, of truth,
of who and what you are.
You should be hearing
my voice in your right ear
at this moment.
- [Female Voice] You
are starting to remember.
- [Voice On Boombox] You
should be hearing my voice
in your right ear at this moment.
- [Female Voice] You
are starting to remember.
The Gate Program.
You're finally starting to remember.
- [Voice On Boombox] You
should be hearing my voice.
You should be hearing my voice.
You should be hearing
my voice in your right ear.
- And I am going to feed
you enough information
in the next hour and 15 minutes.
That's enough to choke
a horse and 27 camels.
I am going to move through it really fast,
and I don't recommend that
you try to make sense of it
as I go through, or to
remember any details,
or to say, I've never heard of this before,
therefore, I don't know
what I'm hearing about.
- For 18 years from 1977 to 1995,
the military had a top secret unit
at Fort Mead, Maryland where
they would train and implement
army personnel on how to use their mind
and psychic abilities
called Project Stargate.
Stagate's goal was to gain
access to intelligence data
on foreign targets through
the use of only their minds.
But in order to explain this,
we have to go back to the beginning,
where the government
first started its interest
in psychoenergetics work.
The government funded
research and development
of psychic abilities before
they started Project Stargate.
Intelligence agencies and the military
funded private research at
Stanford Research Institute.
Was tasked with figuring
out if psychic abilities are real
and if they are real, how
could they be exploited
by the agencies and the military.
Doing experiments such as putting an image
inside of a sealed envelope
to see if the individual
could accurately detect
what's inside of the envelope.
- [Narrator] This is
the typical target carrier
used in the experiments.
- Psychokinesis abilities,
such as moving an object
with your mind, spoon bending,
and other experiments
that were carried out at SRI.
But this wasn't the beginning.
The government was also
funding studies on parapsychology
prior to SRA.
The United States government funded studies
at Duke University going back to the 1930s,
in which tests were carried out
on indigenous school children in Canada
with parapsychologist, Dr. JB Rhine.
He developed a telepathy
card game experiment
involving flashcards
called the Zener cards.
The study concluded
that children score higher
on psychic tests and ESP
abilities than adults do.
Kids anywhere from preschool
up through high school
were subjected to these ESP tests
and many experiments were
carried out using this method,
not only in Canada,
but also in the United States
in the public school system.
The government also funded studies.
A parapsychology foundation
in New York in the 1950s
also gave money to Mind
Science Foundation in the 1960s.
They funded research in
many other foundations
doing these same types of experiments
before SRI was ever in the picture.
Even the CIA's infamous MKUltra programs
designed for mind control
were also used to study psychic phenomenon,
as seen here in declassified
document Subproject 83
and Subproject 136.
Maybe the CIA found out that trauma
may unlock these abilities,
these abilities in the mind of the subject.
- In early 1972, I briefed NASA and the CIA
on proposed experiments
to help people develop
their psychic abilities.
Well, Hal and I thought it
would be very interesting
to meet with Sid Gottlieb.
He was enthusiastic about the idea
of giving remote viewers LSD
as a way of enhancing
their psychic abilities.
I was opposed to that.
- Sidney Gottlieb was the head
of the CIA's MKUltra Programs.
- For what?
- For espionage.
- To see whether someone
in the United States
could spy on other countries from here?
- Right.
- Just using their mind?
- Right.
- Did it work?
- It did work, yeah.
- But in 1972, the US Army
Surgeon General Hal B. Jennings,
through the Medical
Intelligence Information Agency
and the Defense Intelligence Agency
published top secret studies
of Soviet block work
research into psychoenergetics.
That same year, SRI started their research
into psychoenergetics led by
Harold Puthoff and Russel Targ.
They performed a series of investigations
into the psychic phenomena.
This research was sponsored
and funded by the CIA.
- I could say that our program at SRI
was not an airy fairy program
doing intuitive diagnosis,
but we were funded for about $25 million
by the CIA and DIA Army
Intelligence for 23 years.
This was an ongoing
intelligence gathering activity.
- I'm Dale Graff.
I reside here in Eastern Pennsylvania.
I became involved in remote viewing
through sort of a roundabout path,
and that really began many, many years ago
when I was quite young,
and I had a number of dreams
that turned out to be precognitive.
So I had an interest in
things like psychic phenomenon
from childhood.
I didn't really think much about them.
Went into high school,
studied physics and math and engineering.
Worked on the Gemini Space
Program in aerospace industries
for about 10 years, and only infrequently
did I come across anything psychic,
so I didn't really have a lot of interest.
So nothing much happened
until many years later.
I transferred to take a new position
at Wright-Patterson Air
Force Base in Dayton, Ohio
to do missile analysis, and
trends prediction, forecast,
future Soviet developments and missiles.
So it was during that assignment
that I had a temporary assignment
to Hickam Air Force Base in Hawaii.
And while there I learned stories,
I heard stories about pilots and soldiers
having unusual battlefield experiences.
So that piqued my interest in the topic.
So I came back, I returned
from that assignment
during the Southeast Asian situation,
and I started digging into the phenomenon,
is there something to ESP?
Can individuals routinely experience that?
And I came across
reports in the Soviet Union,
which I had not noticed before
that had to do with ESP work.
Dug into that deeper, I
wrote a paper about that.
That was reviewed and
accepted by the commander
and he said, "This is really
interesting stuff, follow it,"
and I did.
And then in 1975, Harold
Puthoff and Russell Targ visited,
came to the foreign technology division.
They were looking for funding
to continue an area of psychic research
I hadn't heard of before
called remote viewing.
Where did that come from?
I've been studying
Soviet work but not the US.
But anyway, here they
are giving us a briefing
on their work with people like Pat Price
and Ingo Swann and Hella Hammid.
They gave us a nice talk
on what they were
doing for the CRA earlier,
and they were there to try to continue it
through the Air Force.
And after they left, the commander said,
"Well, what do you think about that?
Should the Air Force
invest in this research?"
I said, "Well yeah, it looks promising."
There could be an
intelligence potential here.
It could be used to find missing airplanes.
"I can think of all kinds
of applications for this."
So he asked me to become
the contract manager.
He agreed to to provide funding
to keep their research going
after the CIA had dropped
funding earlier that year.
And that's how I became involved
with being as a contract manager
for remote viewing research
at the Stanford Research Institute.
- Who among us hasn't had
the unsettling experience
of thinking about someone,
when suddenly the phone
rings and that person is calling?
Or how many times have
we heard about a friend
who wakes up in the middle
of the night with a premonition,
sometimes tragic, that later comes true?
These psychic phenomena
and others like them
are increasingly the
object of scientific research
in the United States and around the world.
- My name is Lyn Buchanan.
I was a member of the US
Military's Remote Viewing Unit
and I was agent 018.
I was in the unit for
eight and a half years,
was also the trainer for the
unit during the last six years,
and also the database
manager for it the entire time.
In the sixties, we were losing
our intelligence information
like pouring water through a sieve.
They couldn't find out how
Russian colonel named
Igor Kovsky tried to defect,
and when he did, he brought
a bunch of papers with him.
I have seen excerpt from the papers.
The papers talked about the
Russian psychic spying effort.
Well, when this got to the
intelligence service in the US,
everybody had to laugh about it,
but Intelligent Service
doesn't joke about anything.
And so they said, let's look into it.
If the Russians are doing it and it works,
we have to do it too.
They went out to SRI
and asked Hal Puthoff and Russell Targ
to do experiments in it.
The experiments worked.
- The project later became
known as Scan Eight.
The people being researched in Scan Eight
were psychics Ingo Swann and Pat Price.
Puthoff and Targ began a series of tests
on Pat Price and Ingo Swann.
Ingo Swann was given coordinates
for a place somewhere in the US.
Using only the coordinates
that he was given,
Swann would go into a meditative state.
After a few minutes,
Swann describes some
kind of base in the woods.
The coordinates was
then given to Pat Price.
Pat Price described the
same thing as Swann,
but in much greater detail,
including wind speed, altitude of the base.
He specifically described
the surrounding area,
confirming that it was a top
secret underground facility
in West Virginia.
Impressed by this, Hal
Puthoff and Russell Targ
asked Price to view this location again
to figure out anything
else about this facility.
Price successfully not only
returned to the secret base,
but was able to get inside
the base with his mind.
And he saw on the top of the desk papers
labeled Flytrap, Minerun.
Price also saw a file
cabinet on a north wall
labeled Operation Pool.
He saw folders on the inside of the cabinet
labeled Cueball, 14 Ball,
4 Ball, 8 Ball, and Rackup.
Price said that the site
vaguely seemed to be
named Hayfork or Haystack.
He even got the names
of some of the generals
at the facility.
When Puthoff and Targ reported this
to the intelligence and military agencies,
it was received with a
great deal of interest.
DIA, Defense Intelligence
Agency, Army Intelligence,
and really all of the military community
became instantly
interested in this phenomena.
Because if someone can
get access to a top secret
military installation, and
received classified information
just using their minds,
who else can do this,
and could our perceived
enemies do the same thing?
- So that's another issue though.
Did he get any information
that maybe he should not have?
But on the other hand,
when you think about that,
if that hadn't happened,
which is maybe crossing the line,
and you know, had that
incident not happened,
maybe we would not have got,
the CIA would not have
put funding to continue it.
Something what appears
not good may have been,
for the point of view of
remote viewing research,
may have been really good.
- Questions begin flying
and what more could this be used for?
Could one get inside
of someone else's head?
Could one make someone do something
that they wouldn't normally
do under normal circumstances?
- Usually the first impressions are golden.
That is, it's as though you've reached out
and you've just dipped
into the psychic signal.
It doesn't make any sense.
- Right.
- It always makes me
happy when a person says,
"I'm looking at this thing
and it doesn't make any sense at all."
I say, "That's wonderful."
- The abilities basically started
when I was about 12 years old.
They were PK abilities,
psychokinetic abilities,
which is when I, one of
the things I wound up doing
in the remote viewing unit years later.
If you've ever heard of
the Poltergeist children,
you know they get angry or something
and things start falling off shelves.
That's more common
than most people realize.
My mother kind of encouraged it.
But then one day in
Germany, these are years later,
and I was doing programming
at the time on the computers.
I had written a program
that would tie the intelligence computers
of 12 different countries
together to share information.
There was this other sergeant
who wanted to get that job,
but I got it instead.
And so the day came when I
was demonstrating the program
to the commanding generals
of the 12 different countries,
did my little song and dance,
and turned, hit the enter
key to give a demonstration
and the computer went dead.
And I turned around and looked,
and this other sergeant
was at the back door
and said, "Gotcha," and
turned around and walked off.
I got flaming angry.
From what I've been told,
$50 million worth of computers went down.
General Stubblebine,
the Head of the Intelligence
and Security Command,
got wind of it, had
been looking for psychics.
He came and he wanted me to start a unit
which would destroy enemy
computers, also with the end goal
of controlling the
information in their computers
so that we could mess it up.
When General Stubblebine
went to them with that proposal,
they said, "This sounds like mind control."
Never again."
They wouldn't fund it.
So then General Stubblebine took me out
to the remote viewing unit,
which had been in existence
for 10 years already.
When they read me on, that's
where they hand you a slip
of paper that tells
what the unit really does
and not what they tell the public it does.
I thought, "The Army doesn't use psychics."
Come on, that's crazy."
So in the following weeks,
I watched and the guys
were doing it really well.
- Throughout mankind's history,
there has existed a folklore
that certain gifted individuals
have been capable of
producing physical effects
by means of some agency,
generally referred to as
psychic or psychoenergetic.
- CIA director Stansfield Turner
had disclosed the CIA Chief
said that the agency found a man
who could see what was
going on anywhere in the world
through his psychic powers.
Turner said CIA scientists and officials
would show the man a picture of a place,
and then he would describe any activity
that was currently going
on there at that time.
He said that the agency
dropped the project in 1975,
because, "He died," Turner said,
"and we haven't heard from him since."
- The very first Soviet
facility we looked at
was over in the Soviet Union,
and it turned out our remote
viewer, Pat Price in this case,
drew a picture of a crane and he said,
"I'm lying on my back on
top of a two story building"
and this crane is rolling over my head,
"and it's so large that a man
is only half a wheel height."
Well, when he told me that,
I thought that was ridiculous.
But in fact, it turns out
that's exactly what the site was like.
I don't know if you can see here,
but in fact that little dot there is a man.
And so when we asked him,
"Well, what do you
think the site is used for?"
He said, "Well, I think it's
for some space application."
It was only after the Cold War was over
and people from our country
got to visit the location,
we found out that in fact
this was for space application.
- Pat Price was by all accounts
the greatest remove viewer
of all time and the
circumstances around his death
has always remained
in contention. (phone rings)
Reports from his family were
that the night before he died,
he cryptically called his friends
and family to say goodbye.
He also took out a
large life insurance policy
not long before his death.
Pat Price checked into
a hotel room in 1975.
The next day Pat Price was
found dead in his hotel room.
Two men in black suits
showed up to the hotel with briefcases,
and before his wife was
notified about his death,
the police informed her his
body had already been cremated.
After his death, the CIA cut
funding to SRI International.
- I never met Pat Price,
but there are lots of stories about him.
They're very fascinating.
It seems to me, Pat was
aware of a health condition,
and apparently he was
aware of heart problems.
And, in fact, I think on that
last trip he took to Las Vegas
where he was then discovered
dead, and he was aware
that maybe there was
something going on inside of him
that would lead to an early death.
And there have been stories
that have been kicked around.
Pat Price might be providing information
to the Soviets even, or that
it was a concussion he had,
or it was the Church of Scientology.
And of course, they'd been known
to be sometimes not friendly.
If they thought Pat Price
was obtaining information
about the CIA and passing it over
to the Church of Scientology,
for whatever reason,
maybe to alert them to when the CIA
was going to investigate them deeper.
Who knows?
That's the trouble with this stuff.
You can dig into it and
end up gonna run in circles.
- [Interviewer] You get lost in the sauce?
- Yeah, you get lost in the maze, yeah.
- I have heard rumors from people
that I believe are
telling the absolute truth
because they were there and knew.
I tend to believe that
Pat Price did not die,
but was sort of moved
into a blacker project.
Now, I read the other day
that his body was found later.
I don't believe that.
- People who are so
valuable are never taken out.
They will never.
This is like killing the
goose that lays golden eggs.
- In 1976, the Defense Intelligence Agency
informally expressed
interest in the replication
of claimed Soviet experiments
in psychoenergetics.
They received intelligence that the Soviets
were doing research on
psychics and remote viewing,
and that they were much
more advanced in their research
than the United States.
- The Russians were doing psychic spine,
but they were also doing a
program called (indistinct),
and that is hypnosis at a distance.
When they found that out
from the Penkovsky papers,
that's when it got serious.
And they were using it
to affect people's minds
and targeting leaders of the world,
and targeting US leaders as well.
They were doing it very effectively.
- SRI developed a small program
for the Defense Intelligence Agency,
and SRI was awarded a one year research
and development contract.
In 1977, the US Army
Intelligence and Security Command
established a project team
under the Assistant Deputy Chief of Staff
for Human Intelligence,
and implemented a program
called Gondola Wish at Fort Mead, Maryland.
By 1978, Army Intelligence concluded
that there was sufficient evidence
to warrant paying for a program
to explore intelligence collection
using psychoenergetics and remote viewing.
The Army then canceled
the Gondola Wish Program
and placed a complete security envelope
over the Army's interest
in psychoenergetics and remote viewing.
After that, they implemented a new program
directed toward intelligence collection
using remote viewing.
That project was called Grill Flame.
Its purpose was to use remote viewing
as a data collection and
intelligence collection method.
In 1978, INSCOM, the United
States Army Intelligence
and Security Command had
the personnel they wanted
in this program.
Training was initiated.
The person who trained the
Army personnel was Ingo Swann,
the same Ingo Swann who
worked with Pat Price at SRI.
He was training the Army
personnel on how to remote view.
On September 4th, 1979,
the US Army Technical
Intelligence Field Agency, ACSI,
tasked INSCOM to locate
a missing Navy aircraft.
This was the first.
Grill Flame operational
remote viewing session
tasked by the government.
- I said it occurred to me
if the phenomenon really
has value for the Air Force,
I said, "Why can't I find people"
at the foreign technology division?"
Eventually found a few people
that had a real good
talent here in this topic.
One of them really stood
out, and I'll mention her name,
that was Rosemary Smith,
and she did have a lot
background in psychic experiences.
And then eventually a big project came up
in trying to locate a missing airplane.
We were just called into the
search team's office one day,
"Can you locate a missing airplane?"
I said, "We'll try."
So I took the project on,
this woman that was
really good, Rosemary Smith,
and know all I was able to
pass on to Rosemary was,
"Here's a picture of a
missing (indistinct) airplane."
It was a Russian Tu-22
and it's missing somewhere.
"Can you find it?"
She had no way of
knowing where it would be,
'cause I didn't know where it was.
I was kept blind to that.
And we'd go through the
protocol, have her relax.
"Can you now tell me what you perceive"
as where the airplane is?
If it crashed somewhere
within your landmark
can you identify where that is?
And Rosemary Smith was the individual
that actually drew the sketch and the map
that matched the sketch really good.
So I passed it on to the
search team and they said,
"Well there might be
something to your sketch."
We recognized some features in it
of the general search area,
but there was a large map we're looking at
with like 200 by 200 square miles.
Can you actually refine your perceptions?
Can you link with what you actually saw
and go to the map and nail it down,
you know, where do you
think that really is on the map
"based on your sketching?"
Okay, she did that and eventually came up
with (indistinct) on the map.
They sent that information to the field.
They converted that into a code off the map
and send it in by cryptic
messages into this search team,
which is somewhere in Africa,
in the remote area of Africa.
We didn't get any information
until about two days later,
"Oh the airplane's been found."
Your information allowed
us to take this helicopter
and go over to the area.
And you know, we landed, and at that time
there was a native
coming out of the jungles
and they were carrying some metal pieces.
It turned out to be the airplane.
"It was the airplane we
were looking for, the Tu-22."
So it was a successful event.
The information we
sent was definitely there
before it was found,
because that led to the finding.
And this is the one document
that I really like to keep hold of.
It's the official document
that the Air Force released.
This is before it was declassified.
Now, it is declassified
as the notation shows,
that we really did find that airplane.
It has removed all doubt.
There have always been
rumors and speculation
that it was chanced upon.
But no, the data we
provided led to the airplane,
no question about that.
We had a success.
We found that airplane.
Surely, that's not gonna end there.
And so that's the way we
went for the next year or so,
until the Air Force
discontinued that work in 1980.
And, in fact, I was really disgusted myself
with the Air Force at that time
for the knee-jerk reaction that they had.
We received a lot of attacks verbally
that they couldn't believe
that we actually did that
without doing some form
of slight of hand or cheating.
And Rosemary just didn't want anything more
to do with the Air Force
and got out and moved south.
And I learned many years later,
unfortunately, that Rosemary developed
some kind of unusual disease and died.
So it was really a sad thing
and I didn't know about it at the time.
It took me about 20 years to find that out.
The program was canceled,
and eventually I received a invitation
to join the Defense Intelligence Agency.
So that's what prompted my
move to Washington DC in 1981.
- Based upon these results
and finding the missing airplane,
INSCOM was tasked to
work on additional targets.
This forced the hand of ACSI
to head into full swing operations.
Because of the time constraints,
they skipped over a lot of
the training phases of the unit.
Then comes along the
Perry Memorandum in 1980,
which cut funding for remote viewing
and psychoenergetics activities
that didn't include
intelligence application efforts.
In 1981, a few months later,
ACSI transferred Project Grill
Flame Management to INSCOM,
the United States Army
Intelligence and Security Command.
The Defense Intelligence Agency and ACSI
signed a joint Grill Flame Project
to implement a three year program.
The DIA's role in this joint operation
was to perform threat
analysis and countermeasures.
They would use the established psychics
primarily through SRI contracts.
The US Army's role was to
apply the remote viewing program
for use in the field.
The merging of the DIA's
program with the Army's program
into one program formalized cooperation
among the Secretary of the
Army, Army General Counsel,
Assistant Surgeon General
for Medical Research and Development,
Vice Chief of Staff of the
Army, National Security Agency,
the CIA, and the Navy.
Until 1982, when the budget subcommittee
cut funding to Grill Flame,
the subcommittee thought that the project
had been double budgeted,
one funding coming from Army Intelligence
and the other set of funds coming from DIA.
But this terminated the Army
Intelligence formal involvement
with Grill Flame with the DIA.
Army Intelligence opened
a special access program
called Center Lane.
Dr. Richard Delauer signed a memorandum
allowing resources to be used
to maintain the support of
the Army Center Lane Program,
reversing the Perry Memorandum in 1980.
- Ingo had just lost his
contract and so they said,
"Okay, well we'll teach you how to do it."
And that's how I got into the unit.
When I arrived, it was
called Project Center Lane.
- In 1983, the Army Remote
Viewing Special Access Program,
Center Lane, was decided
it should be continued,
but should be under the
overall management of the DIA.
In 1984, it was decided
that the Center Lane Special
Access Program run by the Army
should be more responsive
to strategic and national level tasking.
And in order to do this,
they would need to then
combine and merge their unit
once again with DIA's Grill Flame Program.
- I wrote a number of of papers,
a lot of reports that
help justify those transfer
that went through congressional committees
in the R&D community as well.
Eventually, we'd gotten
approval from Congress that,
"Yes you can accept that transfer.
We created new positions for that."
And that took a couple
years to do all that.
- By 1985, the transfer from
the Army's Center Lane Project
to DIA's Grill Flame program was complete,
and it became a Department of Defense.
Special Access Program.
And with the combining, once again,
we get another name change of the program,
which was called Sun Streak.
The mission of Sun Streak
was to undertake operational
intelligence applications
using an aspect of psychoenergetics
known as remote viewing.
- We were directly responsible
for the seizure of over
$82 million of drugs
within a couple of weeks.
- So there are other things I have here
I like to look at now and then.
I definitely like to
reminisce about the old unit.
And when you look at the
building on the outside you say,
"Does it really look
anything like that inside?"
It's comfortable, cozy place.
I liked it there.
Wonderful place to work.
Now, I sometimes go
through my old book here
and my old book just simply
documents a few key things
about the program
visitors from Congress visit,
like Senator Pell.
And I also like to look at incidents,
what happened when we were actually able
to locate a fugitive.
And I think one of the other individuals
that will be in this program, Angela Ford,
will have more detail on that,
'cause she actually provided information
that led to his discovery.
- My name is Angela Ford
and I was a remote viewer
for the Defense Intelligence
Agency Stargate Program
for nine years from 1986 to 1995.
And my remote viewer number was 079.
When I went to the program,
I was trained in extended remote viewing.
They called it ERV.
I put myself in a relaxed
state for about 10 minutes.
I close my eyes and I go
into a meditative state,
and I self-hypnotize myself.
A picture is in an envelope
and I'm supposed to access
and describe the picture
in the envelope.
So as I'm relaxing, I receive
impressions of the picture.
After 10 or 12 minutes,
I come up out of my meditative state,
and I write a report and I draw pictures
of what I perceive that the target,
they called it the target picture to be.
It works very similar
to the Silva mind control.
There is a book written by Dr. Jose Silva.
It's called "The Silva Mind Control,"
and if people would
buy that book or read it,
it's very similar to
extended remote viewing.
The other methodology was
coordinate remote viewing, CRB.
I was doing automatic
writing or channeling.
So I had had the abilities
before I went into the program.
Now, at the time, the management
did not like that I had my own,
that I was doing the channeling,
or the written remote viewing,
so they asked me not to do it.
They felt that what they
had was the correct way
to be psychic and to teach me.
So they put me in extended remote viewing.
Now about a year and a half
after I entered the program,
management changed, and they allowed me
to do my automatic writing or channeling,
and it was called written
remote viewing, WRV.
And so what I did from
about 1988 until 1995
is I did extended remote viewing
and I did written remote viewing.
The most memorable target I had,
and I think that I think
it's the most talked about
and the most celebrated
was whenever I identified,
Charles Jordan, was a
customs agent that went bad,
and he was on the 10 Most Wanted List.
It was an unclassified target,
and customs people came to DIA
and they were trying
to find Charles Jordan.
I said he was in Lowell, Wyoming.
And we started to look at Wyoming,
and there was a Lovell,
Wyoming, L-O-V-E-L-L,
not L-O-W-E-L-L.
So I said, "Well, that has to be it."
When the information was
taken to the customs agent,
they said that he would
never be in Wyoming.
They felt that he would be in Florida,
maybe in the Caribbean,
but they highly doubted
that he would be in Wyoming.
And I described a hotel
where he was staying,
and I drew a picture of
an Indian burial ground.
When the information was taken to customs,
the customs agent told our
people, as we are speaking,
Charles Jordan was being
apprehended 100 miles west
of Lovell, Wyoming.
So we were happy that we were able to find,
that more or less that he
was where I said he was,
so it was a success for the office.
My boss, Dale Graff said something like,
"It's a shame we can't,
we couldn't get credit for the case."
And the customs man
said, "Are you kidding?"
It was because of me that they found him.
They did not think Charles
Jordan would be in Wyoming.
But about three or four weeks
after I said he was in Wyoming,
Charles Jordan sent his
mother a picture of himself
to show that he was alive and well.
And when she showed the FBI the picture,
there was a vehicle in the picture
that had Wyoming license plates.
So apparently what the FBI did
is they started to send
pictures and pictures of him
into the western Wyoming
area and then they found him.
So we didn't even know
that we got credit for the case until 1995,
and I did the case in 1988.
- We did a lot of work for the government,
not only the military
and the CIA and the DIA,
but for other three letter
organizations as well,
three letters that we've never heard of.
- And then there are other activities
I really, really like to look at too,
and that was looking
for General Dozier in Italy
when he was abducted by the
Red Brigades, a terrorist group.
And there were sketches that were made
and there were names
that came out of our effort
using remove viewing
and other psychic means
to actually find him.
- Sun Streak remained the
code word of the program
until 1990.
It was changed once again
to Stargate by Dale Graff.
- We had to change the name of the project,
and the previous was,
you know, it's probably
all over the press by now,
of course, the Center
Lane, Grill Flame, Sun Streak
had been used earlier, so
we'd have to change that.
So I go to the book and
there's not a single word in there
that makes any sense to me.
You know, I wanted to preserve
the feeling of the activity,
not some word that sort of bland, you know?
Kind of give it a feeling,
a vision, you know?
This is not an ordinary activity.
Let's have a code word that
represents that to some degree.
So I'm driving back home,
the sort of evening was
dark in the autumn, misty.
I have to go through a swamp.
I can hardly see, it's foggy.
Then the fog clears for a moment,
and I see these stars out there.
How could that happen?
It's a foggy night.
Then, it occurred to me, stars.
It's like a gate open.
This fog moved away.
So I did.
That's a good name.
It symbolizes reaching beyond
ordinary sense of perception
to the stars to really stretch a point,
and the gate, the idea
that, well, there's something
that might control our access to this.
You know, is it training,
is it belief, disbelief?
So there's a gate aspect to this.
Many times when people
talk about psychic phenomena,
we talk about going through
a portal or opening a portal,
or even an aperture,
which is commonly used,
but a gate represents,
something controls that,
and is it us, is it something else?
Is it something in the deep subconscious?
I really didn't know and it didn't matter.
It was a symbol that here's the stars,
here's a gate, and we can control it.
It's a Stargate.
That's the program.
That's what I liked about that name.
I had to get it approved
through the Secretary of Defense Office.
This is a change, it's not in the book.
It was accepted.
I had to write a memo for that.
So that's how the name Stargate came about.
I can happily say,
I'm the one that created the word Stargate.
- And when I left, it was Project Stargate.
Same as always, we provided
information to the military,
the CIA, the DIA and other
three letter organizations.
Any information that they couldn't get
by any of the means, by the sky satellites,
they would basically come to us.
Now, our information would be filtered in
with all of the information they could get.
It became an adjunct
source of intelligence.
- And then, occasionally,
there would be the ceremonies.
We'd receive rewards for
something that we accomplished.
And I'm happy say that we
had a lot of people involved
that did do outstanding work.
This is one of our supervisors
handing over an award
to Lyn Buchanan, so
that's Lyn getting an award
that he rightly deserved.
- We did many sessions on Saddam Hussein.
When they were searching
all over for Saddam Hussein,
we knew where he was.
At that time, it was politically
profitable to somebody
to not find him, and so
they didn't, you know?
But we knew where he was.
- If you pass this course,
you will be a psychic
weapon, an angel of death,
our enemy's worst nightmare.
Until that time, you are
nothing, less than nothing.
Do you understand?
- Sir, yes, sir!
- I'm just kidding about this shit.
- Lyn Cassady was me,
but it's a compilation
of many things that were
done by other members
at different times and all that.
Yeah, I saw the movie.
I laughed all the way through it.
I could have told them 50 things
were even funnier that we did, you know?
But when they filmed
out here at White Sands,
they wouldn't let me know.
They didn't want me on the set
'cause they were ridiculing us.
- [Interviewer] Did the
Army really do experiments
to see if they could kill
a goat with their mind?
- Well it's true, however, he
was not in the Stargate unit.
He was in another unit
that did actually do
psychic work in combat.
- Holy. (goat bleats)
- But nobody really ever
talks about that unit,
and I won't either.
I have heard that it
was called Project Delta.
And in fact, I got a invitation one time
to drop out of Stargate
and go to Project Delta,
which was that project.
I just tore up the
invitation paper and letter
and threw it away.
I didn't know that Project
Delta, which was a combat unit,
was a combat unit
using psychic functioning.
- The comfort level for
the topic is a lot higher now
than it was in 1976 when
I became directly involved.
You had to be really careful
to even hint of something
like ESP or psychic phenomenon.
Everywhere you went, you
know, you gotta be careful.
You gotta know the group you're with.
Even your friends, even your relatives,
can they handle this topic,
you know, without becoming overly emotional
one way or another?
- I have a lot of information in my head
that is gonna die with me, yeah.
- What does it mean to us?
What did it mean to anybody
that an individual can sit down
and describe the scene 10,000 miles away?
What does that really mean?
How does that work?
So and even precognition.
People with precognitive abilities
have been around for centuries, you know?
Sometimes they're called shaman,
sometimes they're call something else,
usually thought to be
only available to the ones
that really only achieve certain levels
of enlightenment or whatever.
But now it's a common
thing, relatively common thing
for people to talk about
it or even experience it.
- I think the most advanced
form of remote viewing
would be going out of body.
Now, remote viewing was
a term that scientists term,
but remote viewing is
nothing more than ESP,
extra sensory perception.
And there's many ways
that people work to gather information,
other than the remote viewing,
coordinate remote viewing,
extended remote viewing.
I did the channeling
and the automatic writing.
But if a person is able to go out of body,
they're taking all of their
senses and their memory
and they're taking all of their self,
and they're transporting
somewhere to gather information,
and they're using all parts of the brain.
The problem with out-of-body experiences
is that it's hard to
have control over them.
It's random.
I've had out-of-body experiences,
but I've never had control
over my out-of-body experiences.
It's always been random.
- I know that General Stubblebine
was very interested
in the Monroe Institute.
Before he put me into the military unit,
he sent me there to the Monroe Institute.
Bob Monroe was doing
highly skilled scientific work.
It wasn't woowoo at all.
Doing work to find out brainwave patterns,
how to alter brainwave patterns,
how to organize brainwave
patterns, and things like that.
Monroe Institute attracted
General Stubblebine's attention
and he started sending
people to it in the military.
- In 1995, the program
was transferred to the CIA
from the Defense Intelligence Agency.
Once the CIA got their
hands on the program,
they shut it down.
They said that no intelligence data
had ever been collected from the program
and that it was the reason
that they shut it down.
- Well, all I can say is that
in the 20 years or 25 years
that I was perhaps in
a position to be aware,
I don't know of a single instance
where it is documented
that this kind of activity
contributed in any significant
way to a policy decision,
or even to informing policy makers
about important information.
- Which from reading
all these documents, that
definitely was not the case.
In these documents
from the Stargate Program
are actual sessions of remote viewers
viewing selected targets.
They turned out to be very accurate.
The remove viewers created
accurate drawings, depictions,
of the targeted areas.
They somehow had
gotten many details correct.
It was real information
being obtained from the targeted area
by these remote viewers
using just their minds.
- I received a call from
a man at the Pentagon.
He was a policy analyst for
the Department of Defense
and he was the head of
special access programs.
He called me up
and he wanted to know
why this Stargate Program
was shut down, but he
needed access to Stargate files.
Fort Mead closed down,
and we sent our files in boxes to Langley.
So all of Stargate's
documents of all of this history
was sitting over at Langley.
So the gentleman that
called me at the Pentagon,
him and I went over to Langley,
and we entered a big room
with all of these documents.
The problem was that the
documents were in boxes,
but the boxes were never opened.
They were never opened
from the time that they left Fort Meade.
And when they went and
they were sitting in Langley,
meaning that this research team
who was paid by the CIA
to do this research into this,
they never opened the boxes.
So how could they do
a review of the program
if they never opened the boxes?
So it was at that time
that we more or less said,
CIA was not gonna pick up the program,
and the reason why they
weren't gonna pick it up
is probably because of the MKUltra
that they were involved
in in the early years,
you know, what was it
in the 1960s or the 1950s,
even before that.
Now, we did open a box.
The gentleman from the
Pentagon wanted me to go with him,
because I would know what was in the boxes
because I packed them up
and it would save him time.
Well, I opened up one box,
and the first thing that I picked up
was a remote view viewing
session done by Joe McMoneagle.
And the feedback was given,
it was an operation
that Joe did for the CIA,
and the feedback was given by the CIA,
and the feedback was
that he did a great job
in remote viewing this target
and that the information
that Joe provided was valuable.
So when CIA came out and
said it didn't work, it was just,
it was, that was not true.
- It was amazing work we did.
It really was.
Our part has been
declassified in such a way
that it does not reveal what
those other units were doing,
what their projects were and all that.
You can say that the remote viewing project
has been partially declassified.
- And what about today?
Are there any operational groups right now
ongoing somewhere within the government?
I've thought about that a lot,
and there are indications,
I think, of interest,
where different intelligence organizations
certainly have an interest.
- Is it possible that
they change the program
from a data collection of foreign targets
to something way more
sophisticated and invasive?
- [Interviewer] Could a
remote viewer get into,
let's say a pilot or an operator's mind
to get him to crash a plane?
- Sure, you could do that, yes.
You could get into
someone's head, confuse 'em,
make 'em go to sleep,
have 'em get confused,
and screw up numbers and
directions and things like that.
It's like anything else.
You can use it for good or bad.
You can get to a person
at the subconscious level
and persuade them to do things.
Now, there is such a
thing as remote control,
where you can suddenly
make them do something,
and I find that very despicable.
I won't do it.
I don't know if there was
a remote influencing unit.
I never found out, and,
in fact, I never asked.
I could have remote viewed it,
and I thought, I don't think I want to do,
I don't think I wanna stick
my hand into that hornet's nest.
I had only one instance of an indicator
that the (indistinct) unit was,
when I first got to the unit,
General Stubblebine had
told him that I was doing PK.
Brian Busby, the director at the time,
called me into his office
and he read me the riot act.
And he said, "We do passive work only."
We collect information only.
We do not do active mental work.
"No PK, no influencing,
none of that period."
The fact that we were not
allowed to do active mental work
does not even imply
that there was not another unit doing it.
Afterwards, I came out
and I was setting up my desk
and all that.
Skip Atwater came around.
He said, "I guess Brian told you"
that we don't do active mental work here."
And I said, "Yeah, he
made that pretty clear."
And he said, "That's right",
"we don't do active mental
work here," and walked on.
After that, I never asked the questions.
There's some things you don't wanna know.
- I think remote viewing would be possible
to plant ideas in someone's mind,
or have them do something
that you would not want them,
that they would not normally do.
Because look at hypnotists,
they bring people up on stage
and make people do things
that they would not normally do.
Very possible a remote
viewer could influence someone
to do something or say something
that they would not normally do.
- The remote influencing,
you can't prove it, okay?
However, when Carter went
over to Russia the last time,
there was evidently a group
that followed him around
from place to place.
From what I've heard,
they think that that is
the (indistinct) group.
When Carter came back
from Russia that last time,
he was never really able to
make a presidential decision.
He was confused.
They basically had taken him out
of a decisive role in US
government, from what I hear.
- And that I also think if
such a program were to exist,
I think it would be so compartmentalized
and so buried so deep,
because of what happened to
the Stargate Program coming out,
being declassified, having
all of this information out.
I don't think that another
agency would want this to happen,
so they would compartmentalize it
and bury it so deep that
we would never know.
And if an agency were to do it,
I would think that the CIA
would be the best equipped
to handle a program,
because they handle all
the collection methodologies.
NSA only deals with
the signals intelligence.
Defense intelligence
deals only with defense.
With CIA, you have
defense, you have civilian.
They have pretty much all of
the collection assets, imagery.
- I doubt it would be the
DIA, the CIA, or any of those.
I think it would be three
letters that we've never heard of.
There are a lot of different militaries
other than the six you know about.
- Imagine how valuable
this ability would be
to certain people in power.
Having an agent that has the ability
to directly influence someone
else's thoughts and opinions,
influence the outcomes of elections,
mess with political candidates,
affecting leaders from around the world,
influencing them to do things
that they wouldn't otherwise
do using just their minds.
A unit like this could be
very useful to the state.
- Persuading a person
against their religion,
against their beliefs,
against their family,
raising, and everything else,
I don't think technology
could effectively do that
as well as a remote influencer
or remote viewer, yeah.
- It is very possible that the programs
were taken so deep underground
into a black budget program
that after Stargate was shut down,
a new program opened
that was made so top secret
that no one would ever find out about it.
- I had one of the
highest security clearances
in the government.
From what I was told,
there were only 17 people
who ever had that high security clearance,
way above the president, okay?
And when I got that clearance,
I said to the officer in charge, I said,
"What's the highest clearance that anybody,
that they have, period?"
And he said,
"Oh, the top clearance
is not given to anybody."
And I said, "What's that?"
And he said, "The truth."
- There was something that struck me as odd
in one of the remote
viewing documents that says,
"Only one scientific claim of
detection of remote viewing"
is known.
Chinese scientists claim to
have detected remote viewing
"during their experiments with children."
And the fascinating part of this
is right underneath this paragraph,
it looks like someone
tried to scribble it out,
like it was supposed to be redacted,
but it reads, "Work to
replicate these experiments"
is, however, ongoing at SRI."
- What I thought were the issues
that would make this a useful tool
were both ignored, denied,
and in addition, later dropped,
which is screening of
subjects to find the superstars.
You would a latent ability,
that maybe a lot of humans have,
that you'd be able to
tease out of some people
with some sort of training
program or something,
and you'd end up with what ended up.
- Segment three this evening is titled,
"The Children and the CIA."
We've learned a lot of
unknown activities of the CIA
in years past, some of them
disturbing to say the least.
Tonight, we'll learn of the
agency's interest in children.
(soft music)
- When I was younger,
when I was a little girl,
I was admitted into this
thing called the GATE Program.
- These weird frequencies.
- Do you remember the
headphones with the hearing test
where you had to raise your hand?
- Does anybody remember these cards,
the cards with the pictures on the back?
- Like you had to guess what the symbol was
on the next card.
- I remember being given
a drink by the school nurse.
- That weird pink drink, that
pink drink, that pink drink.
They were always shoving down.
- Were you guys all
forced to do that in class,
like take a shot of
fluoride, the pink drink,
the binaural sound?
- You guys, what were they doing to us?
- I am Walter Bosley.
I spent 20 years
in the United States
National Security community
between the FBI, the Air Force OSI.
The Air Force Office
of Special Investigations
wanted me as an agent, so they
made sure that I was accepted
to Officer Candidate School.
I earned my commission in
the Air Force in November of '93
and went right into OSI Academy
and I served all of my active duty time
as a special agent of the Air Force OSI,
mostly in counter espionage
or double agent operations.
- [Interviewer] Were you
involved with any gifted programs
in public school?
- Yes, I was.
My sisters and I were
in California version,
which was called MGM,
Mentally Gifted Minds.
My mentor, you know,
told me that my sisters
and I were looked at by
the intelligence community
from the time we were kids.
Part of the GATE program,
where I was pulled out of the room
by a guy in a suit and had to sit there
and just read a list of words on a sheet.
And I would read them and
he'd say, "Okay, thank you."
You know, read them
out loud, pronounce 'em,
say, "Okay, thank you, you can go back in."
We were MGM, mentally gifted minds.
The hearing tests, I don't
remember what was said in them,
I just remember that it was,
do I hear it in my left
ear or my right ear?
- [Male Voice] You
should be hearing my voice
in your right ear at this moment.
If you are not hearing
my voice in your right ear,
turn your headphones around now,
so that you are hearing
my voice in your right ear.
- And the author of this book,
"Journeys Out of the Body,"
would you welcome Robert Monroe.
From body to out of body.
What is an out of body experience?
- Well, an out of body
experience is a state of being,
a state of awareness, a state of action,
separate and apart from the physical body.
About 25% of the population
throughout the world, I guess,
has this spontaneously take
place that they're aware of,
at least once in their lifetime.
- My name is Jay Weidner.
I'm a writer, producer, researcher.
I ran Gaia's programming
for seven years of Gaia's existence.
So Robert Monroe was a
businessman on the East Coast
and he was a broadcaster.
When he discovered that if
he hit an eight hertz frequency,
that it triggered something inside him,
a psychic experience.
Eventually, it turned into
out of body experiences,
but at first it was just two
tones going into the ears
that were separated, that
were built around eight hertz.
The planet Earth frequency is 7.83 hertz
with the Schumann Resonance.
What he had done was accidentally discover
how to attune your mind and your psyche
to the vibrations of the planet Earth.
So he wrote a book "Journeys
Out of the Body" in 1971
about his experiences.
This alerted him to the
intelligence agencies,
who became interested in
his work, particularly the CIA.
In 1974, he started his
institute, the Monroe Institute,
in which he was bringing people in
and they were trying to
do repeatable experiments.
Can I go out of the
body five straight times?
This is what really attracted the CIA
because they equated
out of the body experiences
with remote viewing.
And so they thought
this would be a great way
to make like an army of
remote viewers in a way.
- In 1978, Robert Monroe was
contacted by Army Intelligence.
An agreement was made
to send Army personnel
to the Monroe Institute
for a low fee of $2,000
for experiments on out-of-body experiences.
- My name is Katie Page,
and I am with Rocky
Mountain Ranch Research.
I'm the CEO, formerly the state
director for Colorado MUFON,
which is the Mutual UFO Network.
We moved here to Colorado in 1970 actually,
so I started kindergarten
through 12th grade
in the Cherry Creek School District,
and all through my
elementary into middle school,
I was constantly pulled out
working with blocks, puzzles, headphones.
They told me I had a speech impediment,
which I really didn't.
I was a little behind in my,
you know, reading
levels and things like that.
But I think when you're
dealing with trauma like that,
and it could be that that
connection was made right then.
'Cause it seemed like everything,
just, my dad disappeared,
the house burnt down,
my brother gets sent away,
and all of a sudden I'm being
pulled out into these groups.
And yes, there was blocks
and puzzles and games, strings,
all sorts of different things like that.
And it was on a weekly basis
that I was being pulled out.
I went in and did like the different
like tones in the left
ear, tones in the right ear,
different, you know, raising your hand,
those kind of things.
But I feel like I was
pulled out more frequently
than the other kids.
Seemed like, you know,
the kids would go do your eyesight test
and your hearing test once a year,
but this was continuous for
me throughout my school years.
- The hearing tests, yes.
Vision tests, I specifically
remember the checking if,
you know, for the color,
the color blind that they
made you look at the blotches,
and could you see the number in there.
There were flashcards, you know,
we're talking first and second grade,
and these weird things they had kids do,
is the strange liquid.
It was this thick yellow stuff
that I'd have to drink a cup of
and it had an awful aftertaste.
I was told that it was
some type of asthmatic issue
that I had in childhood,
and that's what this medicine was for.
There was briefly this orange stuff
that looked like orange
Kool-Aid, and it was even nastier.
I was the only one taking
this weird yellow fluid.
So yeah, it was these weird little tests
that I recall being involved with.
- [Interviewer] Do you believe that this
could have been testing
for some sort of psychic
abilities in children?
- Oh, absolutely.
You know, even if something
appears on the superficial level
to be, you know, mundane,
you don't know what's embedded
deep within the audio or the visual.
That's something that I think
that they had been pursuing for years.
- They're not being watched, okay?
The parents, in most cases,
don't even know what's going on, all right?
If they do know what's going on,
they think it's a great thing,
'cause the school told
'em, oh, your kid's so special
and you know he's gonna
be a doctor, or she's gonna be,
you know, the top
architect or whatever, right,
whatever it is.
So to really understand
what I'm talking about,
you have to go back to
1958 with the Sputnik.
The Russian satellite got launched.
We thought we were the king of the world,
and all of a sudden
this punk Russian country
beat us into space.
That freaked out the
Eisenhower Administration.
- 1958 marked the first time
government became involved
with public school.
Pretty much overnight,
education became a
matter of national defense.
Congress passed the
National Defense Education Act
with a staggering 10 billion
in funding in today's money.
The idea here was to produce people
capable of defending the nation.
With this new policy,
came identifying gifted
and talented children.
- That basically federalized
the US school systems.
So they'd all been local.
Each town ran their own school.
Each state looked over it with funding,
but it was basically a local operation.
Now, because they wanted to
increase the educational value
of the entire generation to
compete with the Russians,
they instituted general
standards for all schools.
And they sought out
gifted and talented children
to put them in different kinds of schools.
Because if a child was really good at,
say, technology and science,
then you could put 'em in
your various space programs.
If it was really good
with foreign languages,
the ability to articulate,
then, you put them into
your intelligence agencies.
- That's also probably why
the CIA wanted to recruit me
when I was a younger child.
My father told me before he passed.
- The CIA wanted to recruit you?
- Because of my ability
to understand language
and count the amount of things in the room
before you, you know,
you can get a chance to.
- They become spies.
So the whole program was
set up to classify every child.
Now, this program got slightly
thwarted in the early '80s
when parents began realizing
that the government can't be trusted,
and they realized the government
was classifying their children
and doing all sorts of things in secret,
and taking them out of classes,
and not telling anybody what's going on.
- In 1972, a document by
the Department of Education
called the Marlin Report,
redefined gifted and talented beyond IQ.
It described gifted and talented children
as those with high potential
in any of six different categories.
This was an acknowledgement
that intelligence
wasn't just IQ, and
that gifted and talented
far exceeded what
standardized testing could define,
which now included
performing arts, creativity,
leadership, and innovation.
The Marlin Report became the foundation
for how public schools
define gifted and talented
to this very day.
So the original goal was
finding and creating scientists
and engineers and mathematicians,
but this had morphed into other talents
that could serve different objectives,
like testing for ESP abilities.
In 1974, US Congress
passed what was called FERPA.
FERPA is the Public Education
Rights and Privacy Act,
this 130 page document.
Under FERPA, parents
would have total access
to their child's education records.
The Act also outlawed schools
freely sharing student information
with federal government
agencies, which up until that point,
all student records were
forwarded to the Feds
for potential recruitment.
But the CIA was concerned
that FERPA would strip away their ability
to identify talented children.
- And so they attempted
to stop the program.
But the CIA got really upset,
because this is how they're recruiting
some of their main agents,
right, through these programs.
So they slipped in a
thing into the law that says
they could still keep doing
what they're doing, basically.
- The CIA wrote an access to memos record
on February 28, 1974,
right in the middle of this FERPA debate.
The memo proposed new amendments to FERPA.
The CIA wanted access to
certain records of students
to be able to evaluate
them for recruiting purposes.
- [News Reporter] NBC News has learned
that the CIA was studying these youngsters,
some as young as 11, as
possible future recruits.
- So just because FERPA was enacted,
that gave parents the rights to get access
to their child's information.
It did not change where
the information was going.
The Feds have a record
file on every single child
from preschool to your career.
Your parents have no say in it.
You have no say in it.
There's nothing you can do about it,
and there's no opting out of it.
- And so the programs never stopped,
even though they acted like they stopped.
What they did is they started
naming them different names
to confuse everybody.
Who's gifted and who's talented
and taking them out and
giving them different education.
What that different education is
cuts back to the Monroe Institute.
- Very selfish motivation,
and in the beginning,
it was nothing noble
or wanting to help the world
or humankind, not that at all.
I needed the help.
I had a company that could
spend R&D funds to do this,
and that's how it began.
- Because the Monroe Institute's
way that they use their techniques
became incorporated into this program,
techniques to develop your psychic ability
with these gifted and talented children,
starting in the 70s.
They really got going in the
80s though, when the report,
Project Gateway report came out in 1983.
Basically, it says that if you
use the Monroe techniques
of the Hemi-sync, techniques
of the two different beats
in the ears.
- Through the use of these sound patterns,
we can help, not force, the mind to get
into these other ways of
thinking, if you put it that way,
these other ways of perceiving.
- You can get children to become psychic,
and some children will
become really psychic,
and you classify it, you take 'em all out,
and you put 'em in these special programs.
And you can cause people to travel out
into the (indistinct)
universe in their astral bodies
and talk to non-human
intelligences, gather information,
all sorts of incredible stuff
that you'd never expect to
see from a stodgy Army manual.
Get the general impression
that whoever wrote this
is trying to create an
army of psychic spies,
a whole army of 'em, maybe
even a whole generation of 'em.
- I wonder now if what I indeed heard
was those Monroe tapes,
and that might account for the vivid dreams
and daydreams and stuff I had,
and at the time, I didn't know that.
- [Interviewer] Did the
remote viewers at Fort Mead
have access to the Monroe
Institute Gateway tapes?
- We had access to the Monroe tapes.
Now what we did, we used the tapes as a way
to just cool down, get
away from the day's work
and all this, and calm down,
before we went into a
remote viewing session.
We never used them
inside of a session, yeah.
Now, how the Monroe Institute stuff
would've gotten into public schools,
I had never heard that before,
and I'm not sure how
they would've done that.
- I never made these connections before.
Like for me as a child,
and up until six months ago,
I just thought, well, I
went into this program
to get a handle on my migraine headaches.
I never really thought much of it
until I heard those Gateway tapes,
and I was like, "Whoa,
this is very, very similar."
And I believe it was the third tape in
that it reminded me of this program.
And a man in the Denver Tech Center,
my mom was a computer
operator for United Airlines,
and a gentleman approached
my mom just randomly at work
and said, "Your daughter needs to be put"
in this biofeedback
program for her headaches."
It was only a couple buildings over
from where my mom was
working in the tech center,
and I still have the cassette tapes,
and I look on the cassette tape.
It said Thomas H. Budzynski,
so, I thought, huh, you know,
I'm curious about Thomas H. Budzynski
and the biofeedback program
that I was put into for a year.
And it turns out Thomas H. Budzynski
was a internal navigational
engineer out of Area 51
and worked on the SR-71 Blackbird.
And I thought, what, how crazy is that?
And I ended up finding a YouTube video
about the biofeedback program.
They mentioned, you know,
Colorado and Thomas H. Budzynski
and the Denver Tech Center.
- Well, this stuff comes
directly from up the street
at University of Colorado Medical Center
where Tom Budzynski and Johann Stoyva
are doing the work at the
biofeedback laboratory there.
It's quite well known that
people who suffer frequent
or sustain stressful episodes
eventually will show some sort
of a physiological breakdown.
- And I just can,
I can remember being
in a brown leather chair.
The weird thing to me about the whole thing
is I went there every week for like a year,
and I don't remember
anybody else ever being there
other than Thomas H.
Budzynski in his office.
There were two other small
rooms with both had the chairs,
and they had these machines,
and they put things on your
fingers and you were learning
to lower and raise your body temperature.
And then they had things
on your arms and on your head
and the headphones, and
you'd hear these sounds or tones.
So if you, you know, if
you tensed your muscles,
it'd go beep, beep, beep, beep,
and you'd had to learn to
relax all your facial muscles,
all, you know, everything
in your whole body.
I can remember as a little
girl sometimes falling asleep.
But it was a really strange time for me.
And what was really fascinating to me
in the video I found about it
was there was a little boy, same situation,
hooked up just like I was,
brought back a lot of memories for me.
And his name is Kevin in there,
and they're, in that video,
they're like, "Kevin, can
you make the rocket launch?"
Can you make the rocket land?"
And I was like, wait a minute.
- [Voice On Video] Kevin.
- Yes.
- [Voice On Video] Today,
we're gonna fly the airplane
and the rocket just
like we did before, okay?
- Okay.
- [Voice On Video] Can
you make the rocket go up?
- Yeah.
- [Voice On Video] Alright,
let's get you hooked up
and we'll do that.
- Here he is a navigational
engineer at Area 51
and now he's doing this.
- [Voice On Video] Alright,
we gotta get the rocket
off the ground.
Here we go.
- In the Project Gateway CIA documents,
it talks about how biofeedback is used
to better achieve an
out of body experience.
- Now, in this particular
case, we have reason to.
They're not just using the
data of someone else's program.
They were, their stuff is part and parcel
of the creation of this program, you know?
That some of the things
that were learned in MKUltra,
but the intelligence community,
they slide in there and they recruit,
you know, for their own purposes.
And they can be there without
anyone realizing who they are.
- People that were
involved in the biofeedback,
Early Twilight Learners Program,
were working with
Menninger and Monroe in that,
so I think they're all intertwined.
- This, as you know, is the
technique which was pioneered
by the people at the Menninger Foundation.
- Never thought anything, you
know, really unusual about it
until I learned of Thomas
H. Budzynski's connection
to Area 51, and you know,
being a navigational engineer
for the SR-71 Blackbird just
prior to him coming to Colorado
and doing the biofeedback program.
So I find it all very strange.
And then of course,
his connection to the Monroe
and the Menninger Foundation
and the Gateway Project.
- What does biofeedback buy you
that you can't get with
these older techniques?
In fact, we use some
of the older techniques
and bits and pieces of them
integrated with the biofeedback.
- He has an entire complex,
sophisticated mechanism
by which he can unravel the meanings
of an abstract symbol of his inner state,
and devise the internal means to control
that internal state.
- Another reason on a spookier level
might be that there was
something on the less audible level
embedded in the track,
and they're trying to
see if the kid heard that.
Like a dog whistle, you know,
you don't really hear the sound,
but you hear it subconsciously.
There could be something
like that in those tapes
and that could trigger things,
or it could be something that they register
on the child's face.
I don't know, but.
- That even when they
make us take hearing tests,
that they're actually
doing frequency tests,
and if certain kids can
hear certain frequencies,
they mark 'em. When she
told me that, I was like,
"No, not another conspiracy
that I instantly believe."
- So I do have them. Would
you like me to get them for you?
So they are here.
Relaxation Program by
Thomas H. Budzynski, PhD,
and here they are.
- [Interviewer] And do
you know anybody else
that has these tapes?
- I don't, I don't know
anybody else in the program.
I haven't, I haven't listened to them
in probably two decades.
I've just always had 'em in
my tub of childhood, you know?
Everybody has those
tubs of childhood things
and those have been
in there this whole time.
I was just noticing on these
tapes, they're dated 1974.
I think I was in the program
probably in '76 to '77.
That would've been the right time.
There's obviously some sort
of coverup coming around this,
especially because just in the few months,
like I go back to re-research
Thomas H. Budzynski,
and it's like pulled.
I can find it still on chat,
and I can find verified
documents in his obituaries
and things like that.
He worked for Lockheed Skunk Works
when he was at Area 51 working
as a navigational engineer.
But why hide all that
and why is it being pulled?
So what are they covering up?
- Whatever state you're in,
whether it's the MGM in California,
whatever the other states called it,
they're looking in every
state that participated in this.
They're looking at, what,
millions of kids potentially.
And they started in the 1960s,
you know, with my generation,
and look how many
generations they continued it.
How many people have been active
in the intelligence
national security community,
the United States, since the sixties,
who were part of this
program and were recruited in
because their performance in this program?
But not just in the
national security world,
but in the corporate world,
you know, corporate leadership.
What about politics?
How many political leaders
are the products of these mind games?
What kind of social engineering
program could have been
or has been accomplished through this?
- We discussed the fact that Charlie
was indeed a gifted child
who went to a literal
children's school for the gifted.
And what does it all mean?
On my episode, I posited that the military
was keeping its eye on
quote unquote "GATE" children,
gifted children, by different names,
but you know, determining it more broadly,
children that go through the GATE Program.
That Charlie's life
may have therefore been
a literal Truman show,
once they realized that he
was extraordinarily gifted.
- These GATE programs are grooming people
to take roles in society.
Entertainers, corporate
owners, politicians,
they're all coming out of the GATE program.
And then this kind of explains
how it's not really a conspiracy,
because they're coming out of the program
already knowing what they have to do.
And the other thing
that's interesting about it
is these GATE kids now
are in their late thirties and forties,
and it seems like it starts rubbing off,
the programming that they get.
So now they're starting
to talk to each other
on the internet, and they
have the same experience.
- I am convinced they were
looking for certain children,
children with abilities.
- Through the GATE Program.
The GATE Program was
actually run by the CIA,
and because they did
it in elementary schools,
most people assume that
they meant gifted and talented,
like you may be gifted at
reading or talented at math.
That's not what they meant, babe.
They meant, do you have a gift?
Are you talented at psychic ability?
- It definitely would serve recruitment.
I think I'm an example of it
based on what my mentor told me.
He said, "I've been watching
you since you were a child."
You've been assessed."
You know, the "They," the
unidentified they, you know,
"been assessing you and your sister."
The overt seed of going into that world
might not be planted
until you are in college
or in your twenties at least or whatever,
but they're looking at
you long before then.
They are looking at you from childhood.
And then when you get up to the age,
they've looked at you
for, you know, 15, 20 years,
then they decide.
And I've been involved with vetting assets
and it is a long process,
and you do watch people
before they realize you're watching them.
(soft music)
- They have blackouts,
areas where they can't remember anything
for like a whole year in the GATE Program.
They can't even remember
what was happening.
I think those could be trauma
based sessions going on there.
Because if you traumatize a young person,
they leave their body to escape the trauma.
And in that leaving the
body to escape the trauma,
they develop high amounts
of ESP and psychic abilities.
And when they reintegrate
them back together again
after the trauma based mind control,
coupled with the Monroe stuff,
you now have like seriously psychic people.
- Could they and would they
have just advanced to making psychics,
developing these skills in selected people?
Yes, absolutely.
I think that's what my
mentor was doing with me.
He started on me with this stuff
before I even reported
for duty with the FBI.
And then through my whole career,
he was teaching me how
to communicate across miles
with someone on the
other side of the planet.
These things he was teaching me how to do,
it was to develop these skills
that he told me I was expected to know.
So that's my personal experience with that.
And when I step outside
of the personal experience
and just look at the details and the facts
of this GATE program, and you know,
knowing what we know about MKUltra
and its subprograms and
such, I can't help but think,
that, of course, they would've done that.
They would've gone to,
well, let's make the psychics, you know?
Because if they find
something as a byproduct,
they're gonna use it, okay?
Oh, that's a byproduct,
but that's not what we were here for.
They're not gonna ignore that.
They're gonna put together a research team.
They're gonna say, okay, you
guys take that and develop it.
- You know, we have to ask ourselves,
are they weaponizing the
psychic abilities of these people?
In other words, is it possible
to assassinate someone
with these psychic abilities?
- You could go to scary places with that.
- [Interviewer] Is it possible
to psychically assassinate someone?
- It's scarily easy.
The thing is, if we had done that,
we would be in trouble for
doing active mental work,
but nobody could prove
you ever killed somebody.
Yeah, I did the database
work, I did the study.
I know how to do it.
I would never do it, you know?
There were several times
when I was asked to
take foreign leaders out
by whatever definition
you would want of that.
I won't really go into that.
- Yeah, it appears that that can happen.
I'm aware of the early
research many years ago
of Nina Kulagina, who was a Soviet psychic,
that could allegedly stop
the beat of a frog's heart
that was in a Petri dish.
And she was able to then do that,
according to the research data.
- [Voice On Video] These
films of her demonstrating PK
were made in a Russian hotel room
and smuggled out of the
country by American researchers.
She gets the object moving
with gestures of her hands
or by fixating the object with
nothing more than her eyes.
Kulagina has been studied
intensively for more than 10 years
by Professor Sergeyev
of Leningrad University,
who has reported on her work.
- Do I think that it's possible
that one can be psychically controlled,
ideas, narratives
planted into their psyche?
Yes, yes I do, I do think that's possible.
As we know, the origin of
our main pursuit in MKUltra
was to do just that,
was to create assassins.
That's the history of
it, to create assassins
who did not know they were assassins,
until they were activated
with a word or a phrase.
And then after they were
deactivated after a mission,
they wouldn't know, it would be embedded.
And for that, you need
implanting of false narratives
in a human being's mind and their psyche.
- Oh, maybe there's some
vague possibility here,
but any good psychic doing
this over a long period of time
may run into what I
call the backlash effect.
That individual is the one
that will suffer the consequences.
- [Interviewer] They really wanted you
to kill Osama bin Laden with your mind?
- They asked if I could kill him
and I refused completely, yeah.
I said I can take him out,
you know, but I don't kill.
But now this was not official tasking
through the remote viewing unit.
We were not to do active mental work
influencing things and
influencing people, okay,
which is quite easy to do.
Officially, we never
did anything like that.
- I, you know, in the
wake of MKUltra, you know,
which we started playing
with in the late forties, really,
not by name, but you know, that technology,
I wouldn't be surprised at
all if that were being done.
- I think that is part of these programs.
I hate to say it 'cause
it's such a dark thing,
but I can't see it happening
any other way, I mean.
- The people make is they go,
"Oh, there's nothing to that
remote viewing Stargate stuff.
It was shut down in '95."
But the mistake they make
is just because this particular
program was shut down
does not mean there's not,
Uncle Sam doesn't have people
using that method or that
technology, as you said,
in other programs.
Of course they're using it.
It's just like when the CIA
came clean with MKUltra in 1974,
you know, oh bad, CIA,
oh, naughty, naughty.
You shouldn't have done that.
We'll stop doing this.
We won't do this anymore.
Meanwhile, the US Air Force,
which started its own MKUltra
program in the late fifties
has still never been hauled before Congress
to explain what they've done
in 60, 70 years with MKUltra.
All we hear about is the CIA
was told to stop that in 1974,
so it's a similar kind of thing.
This, of course, the stuff is being used.
- You're following orders
that you were never given,
because you were in the GATE Program
and they taught you exactly how to think.
So you respond to every
situation in a pre-programmed way.
- Like if you go looking real
deeply into the GATE Program
to find the connection to,
you know, CIA or MKUltra,
you might not be able to
find what you're looking for
because they know, you know,
they have a front for a front for a front.
You could be working for a donut shop
and never realize that that was a front,
a CIA front operation, okay?
When I worked undercover for the FBI
in a couple of locations,
it was at front locations.
You know, you go to your
training for that particular thing
and then they tell you,
"Now, we don't wanna see
you around the federal building.
You're undercover."
So when I was on a surveillance team,
I can't say what the company was
'cause they might still be using it,
but it was like a company out there
in the industrial part of San Francisco.
And we would have people walk in,
"Hey, we need a job for this,"
and we had our
receptionist playing the role,
"Oh, you know what,
our workload's really full,
but let us refer you
to this other company."
And it was another company
that was friendly with the FBI
that would take, you know?
Same thing when I was in Manhattan.
Worked in an office
building that's been in movies,
not an obvious one,
but it's been in movies.
You've seen it on TV and stuff like that.
But only two people in the building knew
that this particular company
was an FBI undercover
counterintelligence squad.
Other than that, we looked
like a corporate business
that did tech testing, and
it was a 15 year operation
against the Soviets in Manhattan.
They could easily masquerade themselves
in a program like GATE or anything similar.
- In 2005, the SLDS system was launched,
which was created and funded
by the Department of Education,
and set up as a giant database
that tracked every single
child in public schools
using personally identifiable data,
such as test scores, attendance,
behavioral patterns,
and cognitive abilities.
- These programs are still ongoing.
They're still, all the people
that are 40 years and under
that are leaders probably have
gone through these programs.
I really now believe that.
Some kids are saved because
they didn't go to public school.
They went to a private school, like me.
But if your kid's in a public school
and he's a smart kid or she's a smart kid,
I'd be worried about 'em.
And I would question,
you know, them every day,
"What happened today?
What happened in school today?"
Because we gotta find out
what's really going on here,
and we don't know.
We really don't know what
they're doing in these schools.
All we know is that it seems to be part
of MKUltra meets remote viewing
meets the Monroe Institute's technology.
And these coupled
together would appear to me
that they're creating a psychic army,
a secret psychic army for what purposes?
I can't really tell you.
I can imagine, but I can't tell you.
- I think GATE, to the extent
that the government was involved,
is a product of MKUltra
Research and Knowledge.
- Everybody that is not
part of the GATE Program
is gonna be left in the dust.
- [Lady's Voice] You're
finally starting to remember.
- You're not crazy.
The government really was
doing psychic testing on children,
and I'm going to prove it.
There is a document called
Human Paranormal Capabilities
released by the CIA in 2001.
It has an entire chapter
on psychic and ESP testing
in public schools.
J.G. Busschback conducted
many psychic and ESP tests
on children in public
schools in the United States
with grades five through
eight in over 100 classrooms.
But these programs may go back even further
than the sixties.
On October 2nd, 2005, a man named John S.
Started a blog post
where he claimed his uncle
found a metal box in 1997
while hiking in a wooded area
around Indian Lake, New York.
Inside the box, his uncle
found 21 water damaged photos,
three 8 millimeter home video reels,
and various classified documents.
Most of the 21 photos were of children
and children with military personnel.
The documents inside the box
said that the children were a part
of a United States
government experimentation,
and that those experiments
were known as ILP,
the Indian Lake Project.
In 2002, his uncle passed away
and the contents of the box
were given to his nephew,
John S, before he passed away.
Many of the photos were posted online
from the contents of the box by John S,
including children behind bars,
children with headphones
on, children playing with blocks,
and there's even spoons on the table,
which is many of the things
that people claim happened
to them in public school.
But this project was ran by the military,
because the documents
found in the metal box,
this top secret military
base was in operation
from 1952 to 1955,
and was used in part by
the Army, Navy, and Air Force.
Its existence was highly classified
and very few other than
the essential personnel
even knew of the base or of its location.
The film reels were never released
from the contents of the
box, but some snapshots
from the films inside
of the box were posted.
And even more intriguing, John S. claimed
to have found an abandoned
underground facility
in the woods, as he was exploring
and looking for more remnants and proof
that this base existed.
He took pictures of everything he saw
in the underground facility,
including an area that
resembled living quarters
with a bed frame,
where he claimed it matched
the footage from the box.
He even drew a detailed
map of the inside of the base.
He claimed that this is where the children
were kept for experimentation
in this underground facility.
Now, he can't speak to the validity
of this part of the story,
because from my knowledge,
no one has been able to
find this underground base,
but that doesn't mean
that it doesn't exist.
MKUltra Subproject 136 talks
about ESP testing on children,
as well as Subproject 102, 103.
- [Voice On Video] This
study, MKUltra Subproject 102,
refers to data being
collected on 462 subjects
in seven secondary schools.
No child is identified by name.
- With what we know now
about the GATE programs
and the MKUltra experiments
on children, I do not believe
that this Indian Lakes
project story is fake.
I believe it was a real
program ran by the military,
and very well may have been
the first military experiment
on children in the United
States as early as 1952,
and the government tried to bury it.
And these photos are all that remains.
- [Interviewer] Well, we
might be the first people
to listen to these tapes in a long time,
or maybe even - Yeah.
- [Interviewer] the first people
that even has these tapes.
- Yeah, possibly.
It's Dr. Budzynski.
We're gonna do this one.
This is, I think the first one.
- [Dr. Budzynski] Okay,
let yourself go.
- Oh, yeah.
- Get deeply relaxed all over right now.
Let's start out by having
you take a very deep breath.
Inhale so that the air
flows into your lungs
and feels as though it is flowing way down
to your lower abdominal region.
Inhale very deeply down
into your abdominal region.
Feel yourself floating down
through the chair or the bed,
like waves slowly washing in on a shore
and then back out again.
Focus only on what the tape is saying
and what your body is
feeling at this moment.
Come back to the voice on the tape.
Come back, come back, come back.
Come back to the voice on the tape.
