Growing up in this city,
on the streets of Old Town,
I saw the worst mankind had to offer.
Chaos. Disorder.
I vowed to make it all change.
To make it all better.
All these years, working in secret,
rising up the ranks of the Tech-Men.
It was all leading to this day.
Order has finally been established
in Charter City.
No child will have to fear
for their safety again.
The people owe you the greatest of debts,
Number One,
for liberating them
from the chaos of their lives.
This is the control and security
we have sacrificed our identities
to create.
Our hold might be tenuous
but soon, all of this will be permanent.
[bell rings]

I was all, eh, but, okay, yeah.
I knew if anyone was still awake,
it'd be the Flex Fighters.

when the rest of the city?

to be specific. Exposure makes you immune.

-I was searching in the Old Library
for anything I could find
on the Epsilon Society, or the Tech-Men,
when these two old guys came in.

It was a paper submitted
to the Epsilon Society
by a young Jonathan Rook.
The Tech-Men used his prototype
to control the city.
The paper outlines how mind-control works.
And how ceptio-arcide
is the only blocking agent.

but before I could help anyone else,
that wave hit, and everyone turned,
whether they had a SmartMark or not.
Well, I was certainly exposed
to enough Ceptio-arca-whatsit
when I battled that Living Flexarium Army.
Even more than the other Flex Fighters,
I guess.
But there's only enough
of the chemical left to cure a few people.
Then we just cure the team we need
to take the Tech-Men down.
Do you know where Dr. C and Rook are?
They're mindlessly working in a lab.
Then you need to wake them up.
I know where the other Flex Fighters are,
I'll take care of them.

would be totally possible.

You all know I was experimenting
in creating powers in humans.
Smokestack, Multi-Farious, Circuit-Stream.
All empowered by chemical variations
of Flexarium.
I don't know how,
but this girl's been exposed
to one of those chemicals I created.
Are you saying she has superpowers now?
What kind of powers?
In theory,
the ability to send out pulses of energy.
Even with her unconscious, we could
encourage her body to accept the powers
and to create an energy pulse
that would burn out
the Tech-Men's mind-control for good.
-Save everyone.

But it's risky. She might not survive.

She can't choose for herself.
Explain to these children
that sacrifices are inevitable.

we're no better than the Tech-Men,

the attention on themselves for long.
I think you underestimate
just how obnoxious they can be.
Let's just focus on getting upstairs

hits a hundred percent.

and figuratively kicking their butts?

like the team Kane wanted us to be,

[grunts]

we need to adapt our strategy.
We are severely outnumbered.
We can't help them,
we're only getting one shot
at shutting Kane's machine down. Come on.
[laser-fire]

This wasn't the plan, was it?

is moments away from complete control
over your beloved city.

it's wiping out the SmartMark controls,
obliterating it.
We have no chance.

we must cut our losses.

despite all the danger

Well, all of that must have been
a truly frightening experience.
I won't lie, it was.
The Flex Fighters, when they betrayed me,
gave all of our secrets to the Tech-Men,
giving them a chance
to take over the city.
But with the help of Officer Reynolds,
my new Head of Security,
he and I were able
to single-handedly defeat them.
[squeaks open]
