They will make overtures to the Mule,
try to appease him,
but there is no appeasing him.
He will take Empire.
When he has Trantor,
Foundation can lay siege to him,
they can grab every contested planet
in the middle band,
control the resources,
starve him, kill him.
That's the Enclosure I need to succeed,
not this one.
