But Baltimore City residents, in light of tonight, must ask: If the Police Department isn't safe, who is? what happened inside? We know shots were fired.
Two cops wounded, three dead, on my shift.

Now, I need all my soldiers doing battle.
Same thing happened in DC, the kid walked into Homicide, shot the whole place apart, but not in our shop, our house.
What I need is a scapegoat, someone to take some heat.
