What I've pieced together is that in the last few months, some highly classified documents that were under the supervision of the Doctor have been tampered with.
So that started an internal investigation, and the investigators have been waiting to gather more evidence.
But what does all this have to do with Lucas? Well, he's young and impressionable, and Sandra Kirby is attractive, and some of her ideas may be very appealing, considering the package.
I don't believe that.
I don't think Lucas would go for any cockamamie political ideology.
He's a scientist, not a polemicist.
