There's two shots in the right lung area which very possibly, looking at the angle, could have gone through the heart.
He's a young guy, probably mid-20s.
He's deceased now.
Ems is packing up, and there's nothing more anybody can do.

The family members, they realize that he is dead.
And they wanted the ambulance to take him.
But they're not gonna take him once their pronounced dead on the scene.
There's a lot of chaos here, distraught family members, a lot of people very, very angry.
We need to lock the scene down so we can preserve the evidence.

In a case like this, it's up to us to identify evidence, take statement from neighbors, and help homicide.
The information coming in at this point is that a red SUV was seen fleeing the area immediately following reports of gunshots.
Does he have any felony arrests of convictions? Stand by.
I'm checking to see if the victim has a criminal history.
Maybe that'll give us some kind of lead.
My experience of being a police officer, in any crime, the bad guys always leave something on the scene.

I think there was two shooters, it looks like.

So my opinion is, he got shot there and ran this way and then fell down right up in there and passed away.

What the priors on this guy, Larry? I ran him; he's got some narcotics violations: Crack cocaine, resisting arrest.
It starts to tell the story.
I've seen an awful lot of people killed involving guns and drugs.
Given this guy's record and so forth and so on, I think that that's exactly what I'm seeing this time.
It's terrible.
It's really terrible; it's really-- And you can tell, you know, how much the family love him.
You know, it's terrible.

Body of a black male is lying on the front seat, slumped backward with what appears to be two gunshot wounds to the head and facial area.
It's another homicide.
There's spent casings inside the vehicle.
And his hands were still on the wheel.
His foot was still on the brake.
And looks like he got shot by somebody that he knew sitting right next to him inside the vehicle.
Anybody see anything? Uh, no, sir.
He was supposed to be outside by himself.
None of the neighbors saw or heard anything.
We have no leads on this one.

This young man had several priors: Resisting arrest, battery on a police officer, marijuana charges.
How y'all doing? That's your son.
That's my son So there's another story of young folks who could have had a good life, and they turn out like this.
And it's just a shame, a shame, a shame.

It's a shame you have to go when things are really starting to kick right now.
Since Katrina, Jefferson Parish has its highest murder rate in 27 years.
And I think a lot of that's due to a lot of narcotics influx in J.
P.
We're really trying to bring that number down by more proactive police work.
You know, sometimes people may think we're a little too aggressive.
But in neighborhoods like this, we have to take this approach in order to keep these neighborhoods safe.

We saw these guys running up in there, and when they started running from us, they jumped up into the room there.
And I just got a gentleman up there the other day who had a gun and a bag of crack, so we're just trying to be careful with the guns.

So what I'm thinking is, a really cool way to film that is, like, you know, I'm leaving tomorrow to shoot a movie.
My producers flew in from Los Angeles to discuss the opening scene.
It's kind of complicated; there's a lot of stunts.
And we're just trying to map it out so we can get it right and get going.
The gangster comes up here, has a machine gun.
I take him out.
And then I can come back here and get into a big gunfight with these guys.
I work with Steven as a producer.
I'm producing his new movie A Dangerous Man for Paramount.
Well, I think one of the things that could work easier than the handgun thing is if they have a submachine gun.
So you wanna do a hand-to-hand beat with the guy with the machine gun and then have a gun-- have a big gunfight with these guys, Kill most of them, and then maybe finish off one or two.
Okay.
I've worked with Steven for 21 years now.
Started with him as a student in martial arts.
Became a stunt man, and now I'm his producer.
So then maybe I kind of start to run this way across the field, and of course, I have a direct line of sight from here to here.
Steven is always hands-on, creatively, especially with the beginning action sequences, which is a hallmark of all great Steven Seagal films.
Let's just block it out.
Okay, so what I think would happen is, there's Russian gangster cars here.
The chinese are coming over from this way.
You would be coming this way.
The thing that I've always loved about being a police officer is that it's real.
It's real people, real dilemma, real problems.
Hollywood is pretend.
You come up and you say something to him in chinese like, "I will kill you.
" You know? Of course, I'm very grateful that I have work in the movie business, Because we do, in our own small way, sometimes get the chance to bring people joy and laughter and happiness.
This will be an AK-47.
You lift it up and say whatever you're gonna say.
And I'll come in here like this, throw you down like this, And kill you by stomping your face with my foot.
So I could just, boom.
Do I struggle? Do I attack you? You could try to grab my leg.
Okay, and the dog.
He just really wants to bite you.
But anyway, that's-- that's what I got, guys.
Great, I think that'll work.

It's actually a really great action scene.
For the opening of the movie, I think it'll make a really great start.
And we can start shooting on time.

I was searching the area, and I came across a huge stash.
Several bottles of pills and several bags of what appears to be marijuana.

And these are the same young men that we saw last night.
I gave them the benefit of the doubt, and I come back the next night, and here they are.
So I need to test the rock.
We're testing this crack.
And if it turns blue, it's positive for cocaine.

That's good, and the rocks are good.
It's just so frustrating to see them qith a whole pile of drugs.
Dave, they're slingin' big time, huh? Yeah.

Just, like, 60-something rocks at $20 a piece.

Just amazes me, man.
Got all them drugs on him, can easily become the victim of a robbery or a drug rip.
So I'm gonna advise y'all of your rights, so pay attention.
Y'all got the right to remain silent.
Anything you say can and will be used against you.
When I was their age, I was in Asia studying in the dojo.
I was spending 13, fighting and stretching and learning, and just never entered my life, this kind of foolishness.
You know how much time you get for distribution? Possession with intent to distribute? Cocaine? This one young man here was in possession of a lot of drugs.
He's gonna take a ride.
I don't wanna lose hope or lose faith, because it's possible for anybody to change.
You know, I hope this is a wake-up call for them.

We've grown to be a tight-knit group, and now that the chief has to leave, it's gonna be one member of the family leaving.

What's up? Oh-oh! Whoa! In a way, it is funny to have him on patrol.
But I don't see him as a movie star when he's on the team.
I see him as a member of the Jefferson Parish Sheriff's Office.

I've known Steven for many, many years.
He's very passionate about his career in law enforcement.
