There is now a major security alert
at Stockwell Tube Station in South London.
Within the past few minutes, Scotland Yard
have confirmed that armed officers
have shot a man on the underground
just after ten o'clock this morning

And then I heard someone say,
"that's him."
He was just wearing a jeans jacket,
just normal like.
To me, it just seemed that he was just
sitting there minding his own business.
Do I have to do this right now?
I'm feeling really shaky, sorry.

that we do this whilst it's fresh

And there was just you and Sarah
got off the train, together.

was already an ongoing situation
which has culminated in a man being shot
at the South London
Underground Station.

Just complete panic and confusion.
Literally until now we really just

that we treat this in the same way
as we would any other police shooting
is just not possible.

that suspending powers is the answer?

in the circumstances.

this morning that police threw a cordon
around Stockwell Tube Station
in South London.
Below ground plain clothed officers
had chased

We know there are rumours sweeping London
and I really do appeal for people
to listen to the facts as they emerge.
I can say that as part of operations
linked to yesterday's incidents,
Met police officers have shot a man
inside Stockwell Underground Station
at approximately 10:00 a.m. this morning.
The man was pronounced dead at the scene.
As I understand the situation,
the man was challenged
and refused to obey police instructions.
I can't go further on that at this stage.
And I hand you over to Andy Hayman.

everyone that two weeks ago,
we stated our objectives
for this investigation.

that the man we shot
was a Brazilian tourist.
So, clearly, he's not one of the four guys
we're looking for
Yet Ian's out there talking about him
refusing to obey instructions?
As if he was a terrorist.

shows a man running away
from the Northern Line
at the Oval Underground Station
- at approximately 12:34.

had travelled northbound
on the Northern Line
from Stockwell Underground Station
to the Oval.
Do you recognize any of these men?
Did you see them at the three
underground stations
So, I'm sure you're all now aware
of the shooting by CO19 officers
at Stockwell Tube Station.
We have obtained documentation
on the body of the deceased
which pertains to a Brazilian national,
a Mr. Jean Charles De Menezes.
But formal identification
is not yet confirmed,
and until it is, we won't be releasing
that he's not one of the four
would-be bombers from yesterday.
Alan, Andy Hayman's just gone
on national television
with photos of four bombers,
asking for the public's help
in identifying them.
If we're saying we're still looking
for four bombers,
clearly the dead man isn't one of them.
I've been told it's the line we're taking.

and then he, he just,

I reckon this will be coming our way

I've heard that the Met are refusing
to let us on the scene,
or interview any of the officers involved.

How about the man shot today at Stockwell

The man shot today at Stockwell
was under police surveillance
after he left the house under observation
as a result of our inquiries
following the incidents yesterday.
People must understand
that the intelligence led the police there
and that you thought
he could be dangerous.

that the man shot was not one
of the four bombers.

that he is believed to be.
This is different to confirming
that he actually is.

And three, he was followed by officers,
and this led to the shooting.

But today, it signalled the death of a man
the police believe was involved
in the murderous bomb attacks
on London's transport system.
They say the way the man was behaving
as he entered the station,
the way he was dressed,
and most important,
his refusal to stop when challenged
all contributed to the decision
to shoot him.

The Met is playing out of its socks.

the man shot yesterday
has no connections to terrorism.

but they've now raided it
and it was found to be empty.

and start interviewing everybody.

Just an innocent bloke
in the wrong place at the wrong time.

I've heard it on good authority
that Commander Dick is saying
this was not a Kratos operation,
and that she never gave the order
for a critical shot to be taken.
Which means we're on our own.

This was an execution.
[reporter] The Metropolitan Police
say the man
shot dead on
the London underground yesterday,
was not connected to the hunt
for Thursday's bombers.
Scotland Yard identified him
as Jean Charles de Menezes,
a 27-year-old Brazilian.
Police said the man's death was a tragedy,
but in a statement, said he had emerged
from a house under surveillance
and his behaviour was suspicious.
[Paddick] Okay,
new statement just released
and they're still using the clothing
and behaviour line.
This is making a bad, sorry,
this is making a horrible situation
even worse.
And we can't keep doing this.
We can't keep being the same old Met,
we need transparency.
Didn't he vault the ticket barrier
and run away?
Well, I don't know,
but if he's innocent, why mention it?
It's like we're saying, "Sorry we killed
you, but it was sort of your own fault."
And I know Cressida Dick is saying
this was not a Kratos operation
and she didn't authorize a critical shot,
but her firearms officers were briefed
that the target was a suicide bomber
and their weapons were loaded
with hollow-point ammunition.
The moment she gave the order
that that man must not be allowed
to board the train,
it was only going to end one way.
She's saying it was at the discretion
of the firearms officers.
If there was any doubt in their minds
that the suspect was a suicide bomber,
they should challenge him
and react as the situation develops.
Okay. But that's not what happened, is it?
At least according to the members
of the public in that carriage.
Because they say there were no warnings
shouted before the shooting started.

Three days ago, Brazilian national,
Jean Charles De Menezes,
was shot dead by CO19 firearms officers
at Stockwell Tube Station.
The Met has now finally given us access
and we are able to examine,
in the greatest detail,
how and why that happened.
This is Jean Charles de Menezes
entering Stockwell Tube Station
at 10:00 a.m.
He collects a Metro newspaper
and heads towards the barriers.
He uses his Oyster card,
and walks towards the escalators,
down to the train.
You might be thinking,
"Haven't I read stuff about Mr. Menezes
wearing bulky clothing and vaulting
a ticket barrier?"
If we forward the tape a few minutes,
we can see that the man wearing
bulky clothing and vaulting the barrier
is, in fact, a firearms officer.
Members of the public simply mistook him
for the suspect.
So, why haven't the Met corrected this?
Why are they still saying
that his clothing was suspicious
when he is clearly just wearing
a jean jacket?
That's a question for them, I'm afraid.
This is the view from inside the carriage
after the shooting.
It's, er
It's pretty harrowing.
[reporter] The tragic shooting by
the police of an innocent man
has not derailed out efforts
to track down and arrest the four men
suspected of attempting to carry out
terrorist bombings in London on July 21st.
If you recognize any of these men
or have any further information
about the attack
You see the pictures of those guys
the police are after on the news?

Don't you think one of them looks
a little bit like the guy
you used to hang around with?

and Hussain Osman from South London.
There are fast-moving developments today
in connection with this manhunt,
but the police are appealing
to the public
for help in establishing the whereabouts
of these men.

through customs at Waterloo yesterday
using his brother's passport.
He took the train to Paris,
but from there,
we believe he headed for Rome
where his brother lives.
It goes without saying
that he's extremely dangerous.

but the footage I want isn't there.
See, the problem is the rubber feet.
We're in the process of changing them over
'cause they don't really damp down

This is the hard drive,

That would be my guess

for the CCTV is stored.
When we came to retrieve it,
we discovered it was missing.
We checked our records,
and we realized it was removed
after the 7/7 bombings, but not replaced,
that's why there's no CCTV
from the train that morning.
It seems to me
that they had to kill someone
to show the population that
they're making the country safe.
Jean Charles never did anything wrong.
My cousin had no reason to run,
unlike they say, like some fugitive.
He had nothing to hide.
The police, they should be ashamed
to shoot someone in the head like that.
There's no explanation
to what they have done.
They have shown that they are incapable
and, and, and stupid.
I think that is extraordinarily unfair.
For the record, was he working, legally?
I thought I'd heard his visa expired?
The Home Office are still looking into it.
Well, the problem is this puts us totally
on the back foot.

you know about the device yesterday

We think he's the fifth member
of the cell.

a park without attempting to detonate it.

some sort of consistency from us.

about what happened.
That it was their failings
that led to the death of an innocent man.
