If he is a Latin American street thug, he's certainly had a makeover.

According to Passport Canada, the ones we found were obsolete and slated to be destroyed.
The new books will feature a digital information chip.
Much higher security.
Sounds like our criminal friends got their hands on them - just in time.
- The passport office is doing an inventory, but this could just be the tip of the iceberg.
I'll work with them and see if I can find any security breach.
