To Catch a Smuggler (2020) s01e03 Episode Script

Suspicious Suitcase

1
(CROWD CHATTER)
WALTER: All right, let's go.
(INDISTINCT)
Two days ago, Customs
Border Protection seized a parcel.
That parcel that was intercepted
contained a controlled substance.
Later on tested
for the presence of cocaine.
The final destination for that parcel
was the New York area.
Let's bring this inside.
I'd be careful
opening up that box, all right.
It's pistons, right?
THOMAS: One piston has been drilled
and tested positive for cocaine.
There's two other pistons
that haven't been drilled.
We're probing all three
because it's not uncommon
to have what they call a mixed load.
If you're going through the effort
to smuggle narcotics across the border,
if you're importing cocaine,
you may be importing a small amount
of heroin as well, or fentanyl.
THOMAS: When it got to where it was going,
they were gonna cut
a steel piston in half.
There's some way that this thing
comes apart that we're not thinking of.
I mean, if it was if it was threading,
you'd thread something
and pull it out like a dent puller.
You know?
It's like a puzzle.
They are creative
in where they will hide narcotics
and you have to think of it
as almost a challenge.
To anticipate their ingenious method
of putting it in there
and how would you take it out.
TAI: Let me see where the plane is at. E6.
We're at the arrival gate to meet
a flight coming in from Kingston, Jamaica.
Jamaica is definitely a country
of interest for us because it acts
as a transit point for illegal narcotics.
There have been several seizures
in the past.
- Hey, how you doing?
- Good.
Are you traveling alone?
Okay.
Because most people are here
for legitimate reasons,
You can't approach everyone
as though they are, are guilty.
How you doing today, ma'am?
Can I see your passport, please?
I'm a bigger guy. I work out a little bit
so I know I have to approach people
a little bit more of a kid in gloves
just because I don't want them
to be intimidated by my presence.
Speak English?
- Yes, a lot.
- Just a lot? Or a little?
- Yes, a little bit.
- We'll say a lot.
By speaking with somebody
in a norm, calm, comfortable manner,
you hope that they reply in that way
and we can begin to at least assess
if this person is trying to bring any harm
or any contraband into our country.
OFFICER: Brownstown.
It's up in the hill?
It's kind of, is it up in the hills?
Where Mo Bay is where the beach
and all the tour attractions are.
OFFICER: Brownstown.
You have to go up into the hills?
OFFICER: Up into the mountain?
OFFICER: You think or you know?
He claims
that he went to visit his mother,
but we noticed
he grew increasingly nervous,
and hesitated during questioning.
He just seemed a bit off.
How many people, how big is that house?
OFFICER: Two bedroom?
How many people live in the house?
OFFICER: Huh?
You don't live there.
OFFICER: Just your mom?
OFFICER: How long she been there?
OFFICER: Some of his responses
and his behavior are not indicative
of someone who is traveling for tourism.
OFFICER: His story seemed off,
so we're gonna bring him down
to passport control,
have some more conversation with him
and have him explain
what he was really doing in Jamaica,
and take a closer look in his bags.
Boss, keep your hands
out of your pocket, all right?
Oh, sorry.
TWAROWSKI: I'm gonna go ahead
and inspect that cargo.
(ENGINE SPUTTERING)
That one's good.
This, you can feel
there's nothing in there.
I'm a supervisor on ATCET here
at John F. Kennedy International Airport.
We inspect everything.
We inspect aircraft.
We inspect cargo.
OFFICER: Negative?
TWAROWSKI:
We work with our narcotics dogs.
We do a lot of enforcement blitzes
where we just look through bags,
tear things apart, hopefully finding
narcotics or currency
or anything terrorist-related.
RYAN: Get in there.
We target our flights and it's like, okay,
let's hit this today.
Let's hit this today.
Let's see what we can find.
RYAN: There were things I saw, looked like
they could have been narcotics.
I figure let's give it a shot.
Turns out everything was fine.
No harm, no foul.
Some days we get lucky,
some days not so much.
You don't know if you don't look.
TWAROWSKI: This unit gels.
We got a lot in common.
RYAN: Yes.
I go to Comic Con every year,
in New York City.
He goes to Comic Con.
And two of the greatest things
in the world came from Queens,
Spiderman and the Ramones.
You know, we enjoy our job.
RYAN: It-It's like a great big game
of hide and seek, you know?
TWAROWSKI: When you find
that package that has a load in it,
that's what it's all about, you know?
AGENT 1: Here we go.
Ideally, this whole thing
would come off if they wanted
to make it easy for themselves.
But it's not.
We were notified by, uh, Customs
and Border Protection of a shipment
containing suspected cocaine.
It's coming into New York.
The parcel was brought here,
which is the extraction area
where we pull a sample
to confirm that it is in fact cocaine.
- AGENT: I wanna put it here.
- Yup.
So, there's some secret to it,
you know what I mean, that we don't see.
This is, um,
it's one of the better concealments.
AGENT: Nope.
THOMAS: There's some tool, there's some
form of dismantling this piston
to get the cocaine out.
It's just determining that method.
AGENT: See the inner one?
It's much softer.
Yeah, but then you wind up
with steel shavings in your cocaine,
- and you wind up losing some to
- AGENT: Yeah, no, no, no.
So this has to get pounded out somehow.
WALTER: The dangers are simple.
We don't want any of our agents
exposed to a narcotic.
WALTER: We believe it to be cocaine
but we don't know
is it cocaine mixed in with fentanyl.
'Cause we've seen that happen.
Just a gram of fentanyl could kill you.
A gram of fentanyl could
wipe us all out in this room right now.
WALTER: Hey, hey, come on, guys.
THOMAS: I don't want it to get airborne.
WALTER: Stop! Stop! Stop!
WALTER: Stop! Stop! Stop!
Yeah, you got powder. We got powder.
AGENT: All right.
WALTER: Nice job, guys.
This one has more packed material on it.
WALTER: It's almost like
carbon paper, right?
AGENT: Yeah, then you punch through
and you have some foil and then lastly,
if you can see, this blue right here,
that's just plastic.
WALTER: They wanna conceal it
in such a way that when CBP does check it,
it looks, feels normal
and when they try to probe it,
it makes it difficult for them to probe.
We got to do the other one as well.
- Dude, we're knocking all three.
- WALTER: Yeah.
So they hope that CBP
will give up and say,
"Oh, this is too hard to do."
You know, it's a win for them.
Ultimately, this parcel contained
cocaine in all three cylinders.
WALTER: This cocaine is never gonna
destroy any lives, destroy families,
or destroy the communities
that, that it's gonna it's gonna reach.
THOMAS: That's the box for delivery.
Don't destroy that box.
Yeah.
THOMAS: This is the box
that the original evidence came in.
So, we wanna keep
the box as it appears right now
without changing it or, uh, destroying it.
We're preparing for a controlled delivery,
which is an operation where we'll take
the package and deliver it
as if it wasn't intercepted
by law enforcement,
and we're going to arrest
the intended recipient.
I think, uh, let's drop the drugs
and we'll get the
WALTER: Get the bad guys today.
(BIRDS CHIRPING)
RYAN: Right now, we're at one of the many
express consignment warehouses
- over here at JFK Airport.
- You got it?
- Yeah.
- All right.
We're looking at different shipments,
which have been targeted
as, uh, possible high risk for narcotics.
TWAROWSKI: I've seen drugs
concealed in clothing.
I've seen drugs concealed in food.
- Are we doing some cooking tonight?
- Yeah. Might be.
RYAN: A little yellow rice. I like it.
I've seen drugs concealed inside
the boxes that the shipment comes in.
They'll load the inside,
the corrugated part of the cardboard.
You name it, I've seen it.
RYAN: In clothing, there'll be a package
where it's stitched.
People's creativity never ceases to amaze.
Drug dealers,
drug distributors, they need it fast.
They wanna get it out quickly.
It's not always done,
you know, one bulk thing.
It's scattered like buckshot.
Send a lot of stuff
out a whole bunch of different ways.
If something gets caught,
maybe the other two or three will get out.
Some days we have a good day
and we get all two or three.
The last time I was involved with glitter,
the package exploded.
I think I'm still pulling glitter
out of parts of my uniform.
Yeah. I'm not gonna be doing that.
We have found contraband inside footwear.
We'll probe it. We'll make a small hole.
You're not gonna compromise
the integrity of the shoe as you can see.
It's fine.
But if there's anything inside
that's not supposed to be there,
you'll find it.
All right. I already know.
The Just the weight
When I was in college,
I worked in, uh, my local deli.
If I'm slicing half a pound of ham,
I know what a half-pound feels like.
They feel heavy, why?
Is it a heavier shoe? Are they steel toed?
Is there something
crammed inside the sole?
Sometimes rather than
just looking on the surface,
you have to dig deep.
You gotta really get a good look
at what's going on.
RYAN: Nothing today.
Can't hit every day, unfortunately.
What do you do for work?
- What did you tell your boss?
- Hmm?
What did you tell your boss?
But you were there for how long?
That's more than two weeks, right?
OFFICER: Let's go ahead and grab your bag.
Grab your bag.
Hmm.
While we were waiting for the bag,
it was observed
that the passenger was agitated.
He was unable to have a normal stance.
Sometimes shifting his weight.
That's indicative
of someone who's nervous.
(INDISTINCT CHATTERING)
Come on. Let's go. Follow me.
How much money you got with you today?
OFFICER: Well, that is a special bag.
How many bags did you bring to Jamaica?
OFFICER: Oh. So the one you brought
to Jamaica was a carry on.
What color was it?
It was green. All right.
So, you got this bag in Jamaica, right?
Is this a new bag?
Where'd you buy it?
Where'd you buy it?
Where'd you get this bag?
OFFICER 2: He would hesitate
to every question I would ask him.
So, it led me to believe
that he was hiding something.
(BIRDS CHIRPING)
(INDISTINCT AIRLINE ANNOUNCEMENT)
When you first got there,
she gave you this bag?
What happened to the bag
that you brought to Jamaica?
The green bag?
What happened?
Why? Why did you not just bring
that bag back?
Why didn't you bring the.
Why?
So, when did she buy you this bag?
Oh, she had it waiting for you
when you first got there? Oh, okay.
Oh. Okay. Cool.
When you got there, she already knew
that your bag was gonna be ripped?
Huh?
But you said she had the bag waiting
on you when you got there, right?
Why did she know
that you needed a new bag?
So, she just guessed?
OFFICER: So, your mom really knows
you well, right?
To the point where she knew that your bag
was going to be ripped
before you got there,
to provide you with this bag. Right?
The suitcase that he's traveling with
was purchased by his mother
he was going to visit.
What makes that a little bit odd
is that it's inconsistent
with the timeline
of when she purchased it.
It's just not making any sense.
OFFICER: So, we're gonna do
a more intensive examination
of that particular bag
to see if there's anything
that could be concealed within it.
This is our box.
This mail parcel contained three pistons.
Inside the pistons,
there was a unknown white substance.
It later on tested positive for cocaine.
About two to three kilos.
Today we're doing a controlled delivery
at that location.
We're gonna have an undercover going up
to the location to do the delivery.
Once I give the green light to execute,
we'll have the takedown team
do a slow roll
and at the same simultaneously,
we'll have the rear security team
doing the same thing.
Safety is the most important thing
about this operation, guys.
Any firearms at this location,
we will be seizing as well.
All right, guys, let's get out there.
We're gonna deliver this parcel
to its intended recipient.
What we hope to see
is that the intended recipient
will take this parcel
into that residence and then
we will execute our search warrant.
- You got the heavy vest?
- AGENT: Yeah.
All right.
We're hoping to find more evidence
of smuggling narcotics
and narcotics transactions.
This parcel.
Came from an international country
into the United States.
All right. Let's go,
wait for the daylight!
And at the end of the day,
our primary function
is to protect the homeland
from those types of threats.
(INDISTINCT AIRLINE ANNOUNCEMENT)
WITHROW: Excuse us. Canine.
Attaboy. Good job. Come on.
(BLOWS WHISTLE)
LD loves working the exit line.
Everybody's got their luggage
and we have a better shot
of finding something really fun.
Excuse us. Thank you.
Excuse us.
Hold up.
Good job.
Do you have any food with you today?
Any apple? Banana?
Jabuka? Kielbasa?
WITHROW: Okay.
We're looking for meat,
salad, plants and fruit.
Anything that could be a potential threat
to American agriculture
is what we're looking for.
What you got, bud?
What kind of food you have with ya?
Okay, where you coming from?
Oh, New Zealand.
Very good. You have any fruits with you?
WITHROW: Okay, very good. Thank you.
That gal had meat pies, which from
any other country would not be allowed,
but Australia
and New Zealand meat is allowed.
So, he gets a big ol' handful of treats
and she gets to keep her meat pies.
Hold up. What kind of food
do you have with you?
Step over here, please.
What's baby food? Apple?
Banana? Carrots? Celery?
WITHROW: Okay, do you
have your customs paper?
- PASSENGER: Yeah.
- WITHROW: Thank you.
They'll grab that from you on the way out.
- Thank you.
- PASSENGER: Thank you.
I'm gonna send them to Agriculture.
They're gonna inspect it.
Agriculture will open the bags, assess you
and your luggage, and off you go.
FERGUSON: Come on around
the other side with your cart.
Sorry, gonna open it up. The heck is that?
You know what I think
it is, it's candied citrus.
I'm an agriculture specialist supervisor
and as silly as it sounds,
I took an oath to protect
American agriculture.
To someone this is delectable,
but unfortunately it comes from a country
that has foot and mouth disease.
I am the guy that protects your food
and sees some of the craziest stuff
come into the United States.
You never know
what you're gonna end up with here.
Every day is a new adventure.
So, this one is a, uh, dead beetle,
considered an invasive species
here in the U.S.
and it was hitchhiking
in the passenger's luggage
and they can destroy U.S. agriculture.
LAX is the gateway for Asia where a lot
of our black market's coming from.
Exotic animals, exotic animal parts.
OFFICER: Is it like a vegetable?
Like, uh
Oh, okay. Thank you.
Starfish? Starfish.
FERGUSON: Ninety-five percent
of all the things that are found here,
it's not a smuggling thing
but it's that five percent.
And that five percent
is the one that really hurts,
because it's the possibility of damaging
the environment here in California.
Thank you for declaring.
Safe trip down there, okay?
Thank you.
It's kind of dense. Just, you know,
take a look-see. Could be food.
Could be something else.
TWAROWSKI: I got a call from two of
our officers who were doing an inspection
on a consolidated cargo bag.
Okay.
Looked like it was a pair of cowboy boots
coming from Guatemala.
Guatemala is a transit country
for cocaine and for heroin.
RYAN: All right.
Ta-da!
RYAN: Ta-da!
TWAROWSKI: That's awesome.
- RYAN: All right.
- TWAROWSKI: That's it.
RYAN: The cowboy boots
felt unusually heavy,
and when I probed the sole,
a white powdery substance came out,
which, uh, then field-tested positive
for cocaine.
TWAROWSKI: That's beautiful.
- Perfect.
- Yeah.
What I'm about to do now
is fight with these boots
and extract the drugs from them.
Sometimes you have to see exactly
how they put it in there
and you need to make sure
that you don't cut into the product.
What, did they glue it on the inside?
TWAROWSKI: That's what it looks like, man.
Normally, we would extract
the narcotic from the concealment.
But with these boots,
they were glued in there so tight,
anywhere that we tried to rip
or probe, cocaine was coming out.
So, rather than risk losing the narcotic
and having it all over the place,
we just decided to go with, uh, you know,
we're gonna keep it
inside the concealment.
RYAN: Coming from Guatemala.
- TWAROWSKI: Going to?
- RYAN: Maryland.
TWAROWSKI:
HSI Agents are gonna come down.
They're gonna get in touch
with their agents down in Maryland
and effect a controlled delivery
and get a couple of arrests out of this.
RYAN: Everything's going to Maryland.
Sounds good. Appreciate it, brother.
- Yeah.
- You guys are great, man. I love it.
RYAN: Yeah, have a good one.
- Stay safe, guys, okay?
- HSI AGENT: All right.
RYAN: Cowboy boots, sneakers.
We've seen drugs in shoes before.
This particular shipment
I wouldn't classify as weird.
This is just a Tuesday.
- That's awesome.
- Yeah.
- We're back, baby.
- Yeah, that's it.
Don't listen to Mike.
FERGUSON: What are you doing, pupper?
WITHROW: You got him all wound up.
- I did not provoke your dog.
- Yes, you did.
(INDISTINCT AIRLINE ANNOUNCEMENT)
Come on. What?
Let's go.
What you got, bud?
Get it. Get it.
Dude, what you got?
What? Another one? Okay.
I was walking around and all of a sudden
he just took off running after this bag.
So, whatever it is that he's interested in
is probably something significant.
So, we just wait and I keep an eye on it
and then eventually go
ask the passenger what they have.
Which could be 30 minutes.
Because usually
when he finds a bag on the carousel
it's the last person that comes down here.
We gotta keep on an eye
on your purple bag, buddy.
Come on. Pick it.
Nope.
(INDISTINCT AIRLINE ANNOUNCEMENT)
Some flights it wouldn't be worth it,
but for the Russia flight,
sometimes they have meat,
sometimes they have apples.
Last time it was three kilos of guava.
So, there's a pretty good chance
there's something in that bag.
So, it's worth it
for me to come out and sit.
Come on, let's go check back over here.
(BLOWS WHISTLE)
I know. I know.
If I stand too close sometimes
they'll just ditch it.
So, I wanna stand close
to it but not too close to it.
It's your typical government worker,
standing, doing what looks like nothing.
Come on.
- WITHROW: Okay.
- All right?
So, we're gonna go ahead
and we'll take the bags
- so you can keep working the flights.
- WITHROW: Okay.
FERGUSON: Thank you, little guy.
The passenger is upstairs
in admissibility review.
That's where they'll double-check
their documents,
make sure everything is clear
for admissibility into the United States.
So, we're gonna take that bag upstairs
and inspect it in front of the passenger
to find whatever items that LD has hit on.
You never know what you're gonna
end up with in any of these bags.
(INDISTINCT AIRLINE ANNOUNCEMENT)
OFFICER: We stopped the passenger
coming off this Montego Bay flight.
There were a lot of, uh,
inconsistencies with, uh, his story
and the reason
and how he obtained the bag.
So, we decided to bring him here
for further examination.
The rivets have been changed.
These are factory rivets here.
While checking the bag we noticed, uh,
a few anomalies
around the railing of the bag.
This metal that goes around
the bag is kind of thick.
Not normal.
Not consistent with this type of bag.
OFFICER: Once we saw the bag
and its anomalies,
we suspected that there is a high
likelihood of, uh, uh, narcotics.
Coke.
You still wanna say that your mom bought
you this bag, then?
So, your mom didn't give you the bag?
Who gave you the bag?
OFFICER: You still wanna say that
your mom bought you this bag, then?
So, your mom didn't give you the bag?
Who gave you the bag?
I'm sorry, uh, what was that?
We have a white powder
inside a plastic pouch.
We're going to test it using this Gemini.
Make sure you keep
your eye over there, okay?
(ELECTRONIC WHIRRING)
Coke.
We're placing you under arrest
for importation of narcotics
in the form of cocaine.
OFFICER: The bag was obviously loaded
with cocaine.
We contacted HSI
and advised them of our findings.
And we're just gonna turn over
the evidence
and the person to them
for further investigation.
(HANDCUFFS CLINKING)
Okay.
Dog hit on the bag.
So, that's why we're here.
What I wanna do
is get one of your officers to help
do a quick inspection
and see what's inside this bag.
MAN: (SPEAKING IN FOREIGN LANGUAGE)
FERGUSON: While the officers
are making sure the passenger's visa
is in order before entering
the United States,
we're gonna go ahead and start
an inspection so that we can find
what she has in her bag
and why she has it.
Inside your bag, any food?
MAN: (SPEAKING IN FOREIGN LANGUAGE)
WOMAN:
(SPEAKING IN FOREIGN LANGUAGE)
- FERGUSON: How many?
- MAN: (SPEAKING IN FOREIGN LANGUAGE)
WOMAN:
(SPEAKING IN FOREIGN LANGUAGE)
MAN: She doesn't know.
Four, five. Six. Seven. Eight. Nine.
Ten. Eleven. Twelve. Thirteen.
FERGUSON: So it makes sense, then.
Ah! No! Food.
- MAN: (SPEAKING IN FOREIGN LANGUAGE)
- (SPEAKING IN FOREIGN LANGUAGE)
(FERGUSON CHUCKLING)
- It's candy.
- MAN: (SPEAKING IN FOREIGN LANGUAGE)
FERGUSON: So, the dog hit on chocolate.
Okay. Thank you.
Uh, so, whatever processing you're doing
with her still has to be done.
Could you let her know
that I'm gonna go ahead
and place this bag out
in front of the door, then?
- Okay.
- So that way we're good to go.
In this situation, it's not really
the chocolate that the dog smelled,
but nuts that were inside
of the chocolate.
Chocolate is allowed.
So, at this point, all of her items
inside of her bag are admissible
into the United States.
WALTER: We're heading now
to the target location.
Best-case scenario, we're successful.
The suspected target that we're looking at
is, uh, at this residence,
he accepts the package, and we get
to execute the controlled delivery
successfully and safely.
WALTER: Based on all the intel
and information
we have received,
there might be some weapons
on the premises,
and we're planning for that.
This is what we trained.
And if they run, I got
some runners on my team as well.
That's awesome. Yes!
I like seeing that. That I like to see.
There's still deliveries happening
in the neighborhood,
so it's not gonna be weird
there's a delivery at this time.
That's awesome.
Good stuff for us.
All units, be advised,
I'm on the set with the uncle.
We're gonna attempt this delivery.
He's gonna step out of my car
and walk on to the set.
JONATHAN: Yeah. Copy.
And I'm just confirming from you,
it's the white house
along the fence, right?
WALTER: Yeah, yeah. It's the last house.
Right on the dead end.
JONATHAN: Perfect.
One of the codes I've used so far
is, uh, the word uncle.
That's the code for our undercover agent.
When we execute this controlled delivery,
we'll have two teams
going towards the front of the location.
The one team is gonna be our entry team.
The second team will be the cover team
for the front of the location.
The We have a third team
that's gonna be coming in
from the neighbor's backyard entrance.
The agents and officers are well trained
and if there's a fence they'll scale it.
If there's a roof, they'll climb it.
All right, all units,
be advised, uncle is live.
Stepping out of vehicle in a second.
Uncle's out on foot.
(KNOCK ON RESIDENT'S DOOR)
Uncle's knocking on the door.
(KNOCKING)
Set.
(POLICE SIRENS)
Go, go, go!
(POLICE SIRENS WAILING)
Police, search warrant!
- Back door, back door!
- Police, search warrant!
Search warrant! Here!
Push in, push in!
WALTER: Side door? Side door!
Side door? Side door!
- I've got another one down here!
- MAN: Go, go, go, go, go!
Police! Hands up!
AGENT: Everybody's secure inside?
- Yeah. Yeah.
- Nice job.
Come on, guy.
You need me on a roof, I get on a roof.
- Yo, fat boy can move.
- I saw that.
I was like, "All right. They got that,
they got that rear covered."
Oh, listen, we had the angle on the house.
It was all good.
WALTER: Phase one went according to plan.
We were able to execute
the, uh, controlled delivery at this time.
We have two females in the residence,
and one that accepted the parcel.
- It's all labeled, right? Word.
- AGENT: Yeah.
That's all basement.
So, we found 11 9-millimeter
hollow point rounds.
Um, we found a bunch
of blank credit cards.
There was a credit card punch machine.
So, obviously
someone's making fake credit cards.
There was a bunch of glassines,
a couple small, little scales
which is commensurate with people
who are bagging up
and selling, uh, narcotics.
Female agrees to cooperate and talk to us.
- Okay.
- So, we're gonna escort her
- back to our office.
- Okay.
- For just an interview.
- Okay.
WALTER: So, we're gonna interview
one of the subjects
who we believe has more information
on what's going on with this parcel.
She's willing to come back and talk to us.
- Wanna go in my car?
- Go in your car.
Okay.
WALTER: We know that this location
was being utilized for the importation
of a controlled substance.
That substance is cocaine.
Based on that information
we're gonna continue the investigation,
which should lead us to the identity
of the, uh, supplier, um, from overseas.
Wrap it up. Nice job, guys.
We won't catch them today,
but we're very patient.
We'll catch them at some point.
(AIRPLANE FLYING)
(INDISTINCT AIRLINE ANNOUNCEMENT)
AGENT:
The subject has been placed under arrest
for the importation of cocaine
into the United States.
That's only one of the packages.
We don't know what the total weight
