two very valuable lessons.

from your smoke detectors
just 'cause you don't like
the blinking lights at night.

Let's go back to the beginning.
The, uh, first alarm
that you responded to at 7800 Torrey.
What were your orders?
To evacuate the residents
while searching the building
for signs of fire, smoke, water,
whatever could have triggered the alarm.
Were there any challenges
with the evacuation?
The stairs could be slippery.
The radio transcript suggests that there
was a lot of confusion at that building.
Why was that?
Well, we couldn't find any smoke or flame.
The first alarm you attributed
to someone cooking?
His apartment smelled smoky
because he'd been cooking bacon.
But it was the hall alarm that triggered,
not the one in his unit.
The tenant had admitted
that he removed the batteries
from the smoke detector in his unit.
Turns out they were not hardwired.
Remind us, Captain, how many times
did you return back to that building?

I am guessing that the tenants weren't

I think everybody was a little tense
and still pretty hungry.

And that's when things really started
to unravel.
Clearly there's a problem
with the entire system.
- When was the last time it was serviced?
- How should I know?
You manage the building.
And you manage fires, but…
[STAMMERS] …now you're here five times.
Can you take us through
exactly what happened next?
It got crazy for a minute. [SIGHS]
It was nuts.
Your building keeps
calling 911, and we're
gonna figure out why once and for all.
Gonna check every pipe,
every wire in this place.
Ravi, take Harry and Sam,
go down to the basement, check every inch.

[BUILDING MANAGER GRUNTS]

Given the situation, I felt it wasn't
safe for the firefighters on the ground.
I thought it best to
take cover until the
LAPD showed up to secure the scene.
You felt that the threat this crowd
of tenants posed was so great
that it necessitated pulling everyone
off of the line,
letting the fire burn unimpeded.
Yes, sir.
So why would you get out of the engine
before the police arrived?
- We got everyone out.

Someone turned off the fire alarm.

[CHIM SIGHS] At some point between
when I looked at the system
and declared it was A-okay,
an actual fire started
and destroyed the building.
Did they suggest that

you should also know
that the panel expressed some concerns
beyond what happened the day of the fire.
What kind of concerns?
About my leadership skills,
that they think I don't have any.

bad wiring, overloaded circuits,
improper maintenance
of the mechanical system.
From what they told us,
it's probably all of the above.
They said they've been complaining
about that guy for months.

There's this weird truck parked
in the alley behind the building.

So far, just a lot of people
abusing emergency services.
Oh, don't you love that about our jobs?

crappy old building with residents

So all the calls are located on the
lower level of the southwest corner.
- Did anything seem off on those floors?

Arson investigator. I told him to give
me a heads up if he hears anything.
Fire started on seven, southwest corner.
Okay, so all these calls and the fire
in this corner of the building,
something's connecting them.

Josh, can you pull up the ventilation
plans for this old building?
Okay, yeah, so-so these units,
they're not just connected by location,
they're connected by this air duct.
See, it-it runs right through all of them.
So the smells and weird noises were coming
from the vents.
Okay, but-but from where?
I mean, we cleared every single one
of those units.
- We didn't find anything.
- What about the basement?
Was there anything there?
I mean, there was nothing down there
but, uh, a fire alarm
panel, some storage.
