Intelligence (2006) s02e05 Episode Script

Love & Conspiracy

I'm being asked to set up some weed deal.
Bob and Ronny don't feel good about Winston.
- What's he asking from you? - Sex.
Somebody is extorting her.
Camera in the book case.
Audio under the chair.
They're still nervous about your reputation.
If Francine finds out, you're done.
You're about this far from getting it strung around your necks.
- I don't want to do this any more.
- You're already in the game.
We've got surveillance all over us.
Winston is bad, Mike.
To the bank.
THEY ARE ALREADY HERE What's going on? Julianna is just getting ready for her date.
Let's get this done tonight.
We need to identify this guy.
- Yes, Ma'am.
Catch him in the act, yeah? - Yes, Ma'am.
Here is the deal.
As soon as Julianna gets this guy's pants off give me the heads-up on the radio.
I'll go in grab his wallet, take some pictures of his ID.
Stick the wallet back and get out.
I don't need much time.
60 seconds, in and out.
There is the doorbell.
He's at the door.
OK, remember.
Pants off, I'm going in.
Paul.
I'm a friend of Robert's.
Come in.
Thank you.
Do you want a - a drink or something? - That sounds great.
How have you been? - Good.
Good to see Jimmy - back on the right side of the border.
- You and me both.
How's the family? Good.
All good.
Is Jimmy here? Yeah, he's inside.
Go on in.
Thank you.
So where are you from, Lorna? - From Kelowna.
- Is that where you met Bob? No, I met him here.
I was working at another bar.
- He came in, asked me out.
- How old are you? - Why? - No reason.
You just don't seem like Bob's usual type.
- Does she, Jim? - What's the question? Does Lorna strike you as Bob's usual type? He usually goes for something a little more glamorous.
Look who's here.
Look at you! Sorry, I didn't mean to insult you.
I didn't mean you are ordinary or anything.
You just don't seem like Bob's usual thing.
Everybody likes a change in the menus now and then, I guess.
I know I do.
How are you? How's everybody at home? - Good.
They all say hello.
Sorry.
Can I just have a quick minute? I want to clear up a misunderstanding.
Dante has got some cash waiting for us at his place.
Can you pick it up? Tonight? Early tomorrow is good.
Ronnie, how have you been? - All right, yeah.
- Good.
Sweet.
- Looking good.
- Thank you.
Don't be such a stranger.
So we got a little misunderstanding? What's your problem? I got a call from Sal today, saying you wanted that 500lb I was holding for you.
Montreal needs that weed.
Have you got a problem? I don't know what to tell you but I got that weed promised to another guy and the deal is done.
The deal is done? No, I spoke for that weed a month ago and that weed is ours.
When it looked like you were going to get arrested I had to move it.
I didn't want to get caught.
And I didn't hear from you for a week.
I was hidding from the FBI.
You expected me to pick up my calls? You call me? I don't remember that.
I did actually.
You didn't call me back.
Anyway, the point is, it's a done deal.
It's happening as we speak.
I can't get that weed back.
- It's on the other side of the border.
- When can you get another load ready? I don't know I kind of got a long-term arrangement with this other guy.
He's buying my next load too.
- Who is he? - You know I can't tell you that.
I can't back out on this guy.
I'm committed.
No offence, right? You'd do the same if you thought I was going to jail.
I gotta pay people just like you do.
Anyway, I made a mistake.
But what's done is done.
I'm here today because I don't know what to do.
I feel bad but I can't unwind the deal.
How much is he paying you per pound? I made the deal when I thought Jimmy's bust was just the first.
I didn't know if we were all gonna go down like dominos.
Fuck you! - Right back at you! - Chill out.
Take it easy.
I believe you.
You're right.
I probably would have done the same thing.
So if this other guy doesn't work out, you let me know.
Maybe we can get back into business together.
Yeah, for sure.
It's really good to see you back up here safe and sound.
Thanks for understanding.
Catch you guys later.
Un-fuckin'-believeable.
Jack is on his way out.
Follow him.
- Take it easy, Bobby.
- OK.
Catch you later, Jack.
Inspector Spalding? - Nathan Cleary, Special Investigations.
- What can I do for you? Just a little something we picked up on the grapevine.
Don't know what it is.
Could be something, could be nothing.
I recognise the older man.
He is a cabinet minister.
Henry Sergeant.
He has the science and technology portfolio.
And his friend? Lok Shen.
They've been having an affair for two or three months.
Mr Shen is from Beijing, here on a student visa.
We are concerned that he may be trying to recruit the minister.
- Recruit him for what purpose? - That's the big question.
The Chinese are interested in some of our nuclear technology which is in the minister's portfolio.
But like I say, we don't know if there is anything there or not.
Anyway, the minister is on his annual leave and is spending the next two weeks here in Vancouver.
And we'd like you to handle the investigation.
Why aren't you handling it? The Inspector General suggested that you could do it.
Or recommend someone who could.
The Prime Minister's office is concerned.
Forget that.
I'll get Jim Reardon any way I can.
Fuck that! Take it easy.
Let me know if something comes up.
- How are you doing? - Hey, come here for a second.
Let me holler at you for a minute.
You know Jim Reardon.
I mean, you ran an operation on him, right? That was a couple of years back but, yeah, I know who he is.
But you still know his circle of friends.
Guys who know who his guys are.
Maybe, sort of.
Why? The guy who just left he's with the DEA.
He's up here from the States.
He's looking for Reardon.
Yeah, I heard they were trying to extradite him to face drug charges.
They're looking to skip the formalities.
Skip the formalities? His pants are off, pants are off.
Copy.
Time me.
57 seconds.
See what you can find out about a recent Chinese immigrant by the name of Lok Shen.
I'd like something by the morning so don't bother with formal channels.
Contact our liaison officer in China.
Yes, Ma'am.
Where are you with your Disciples investigation? I'm just crewing up.
I got a spot across the street from Dante's headquarters.
- We're setting up surveillance.
- We'll catch up in the morning, yeah? How are we doing, Rose? What's in on the wires? How did it go with Reardon? Well, he's pissed but it's gonna be cool.
The guy is a heat score now.
The cops are all over him.
- Welcome home.
How are you doing? - Good.
I heard you're looking for a pair of these.
The same as last year.
Season tickets to Centre Ice.
Oh, man! Beautiful.
So what's up? I got a friend on the Combined Forces Drug Squad.
Says he got approached by a DEA guy, fishing for information on your daily habits.
DEA? Here in Vancouver? My friend says they are gonna skip the extradition formalities, hijack you, take you stateside to face charges.
Jesus Christ, when did you hear this? - A couple of hours ago.
- Can you get close to this DEA guy? I don't know.
I could try.
I need you to get on the inside of this one.
- What am I supposed to do? - Start feeding him bits of intel on me.
Get friendly.
Find out if this kidnap plan is real.
- Let me try.
Watch your back.
- You too.
I followed Jack back to his hotel in Richmond.
There was a guy waiting for him there.
They go inside, they yap for about another hour.
He splits.
I decided Jack is probably not going anywhere so I followed this other guy.
- He's staying at a hotel downtown.
- Do you recognise this other guy? Do you? We should call Rene, get him to run the plate.
I did that already.
Car is registered to a numbered company in Vernon.
I don't know this guy.
Who do we know in Vernon? No, this guy is new.
Stay on him.
Get whoever you need to help you out.
- We've gotta find out what's going on.
- Jack's burning us is what.
He thinks we're getting too much heat.
He is trying to take advantage.
- Let me check the street.
- Don't start doing that.
Jesus Christ, I can't live like that.
You don't care that the DEA is out looking to snatch you? They're not going to try it here in front of the club.
You're just making my job harder.
His name is Paul Legros.
He is a local immigration case officer.
He introduced himself as a friend of Robert's.
I got all his ID if you need it.
- Where is he stationed? - Here in Vancouver.
He works out of the downtown immigration HQ.
All right.
Go pick him up and bring him on down.
Do you have time to hear about Lok Shen and the minister? - Make it very quick.
- Lok Shen is a writer, a poet and a screenwriter.
He came here on a cultural exchange from Beijing and stayed behind.
- Has he applied for refugee status? - Not yet.
He was a fairly well-know artist in Beijing, targeted for being homosexual and a writer and encouraged to defect.
Get me whatever you can on his relationships in China.
Who he was associated with, the details of the cultural exchange.
- And how he met the minister.
- Yes, Ma'am.
What's the story? I've got some good shots of Dante's crew this morning.
It's on this.
There is Dante bright and early on the phone.
- Who is the chick? - That's Sweet.
She is a stripper.
From the Chickadee? - What is she doing there? - Don't know.
Nice legs, though.
Here we go.
This guy coming in now, he is Howard Head.
He is the guy you want to get to know.
We ran his plates.
He is an accountant with a big downtown firm.
An accountant? Jackpot! I heard a rumour last night.
The DEA is in town, looking to kidnap me.
Really? Where did you hear that? It doesn't matter.
It's legitimate information.
I got a good source.
- Is that a police source? - I got a good source.
Do you know anything about this? No.
I'll look into it, see if I can get a second opinion to confirm it.
Anything I can do for you? Whatever happened to the bankers who were running that laundry operation, - Are you going to give me those guys? - They split town.
- I'll let you know if they come back.
- That be good.
I'm interested in how the big money moves around.
We should talk about that.
See if you can deal with this DEA thing.
- Lorna.
- Francine, how are you? - Good.
Do you live around here? - Just around the corner.
I've got a friend around the corner.
Which building? The old one in the middle.
The funky one with the barber shop below? Is that the one? I had a boyfriend in that building.
Where is Bob today? I don't know.
He never tells me anything he is doing.
Get used to it.
I better get my shopping done.
- Nice to see you.
- You too.
We should go for a girls' night out sometime.
- Sure, that'd be fun.
- I'll call you.
You got a number? Just at the club.
I don't have a phone yet.
I'll see you there.
Ciao.
Hey, Paul, how are you doing? OK.
Do I know you? Inspector Kiniski with the Canadian Security Intelligence Service.
What can I do for you? You can come along with me for an interview.
It won't take long.
What is the interview about? We can talk about our mutual friend Julianna and your other friend Robert.
We've got lots to talk about.
Don't worry.
- Am I going to need a lawyer? - Probably.
That's OK.
We've got a phone book you can use.
Hop in.
What's going on? Jack is loading up a van behind the store.
Stick with the van.
If it moves, call me.
That's enough.
I've seen enough.
My wife is expecting our first child.
Congratulations.
I wish you all the happiness you deserve.
I meant I can't have this coming out.
It would devastate her.
You should have thought about that before dropped your pants.
That would have been my advice.
What would you be wanting me to do? Well, we'd like to offer you the opportunity to provide us with intelligence from time to time.
You'd be what we call a confidential informant.
Your identity would be concealed.
And you'd be giving us regular reports on the activities of both yourself and some of the senior immigration staff.
Could you guarantee confidentiality? Of course.
That's why we call you a confidential informant.
I loathe you people and what you do.
Are you in or out? - I'll cooperate.
- Good.
Excellent.
The first thing we'd like you to do is give us a full report on the activities of your supervisor, Robert Bergin.
You'll be interviewed by Inspector Kiniski here and we'll go from there.
All right? - Thank you.
- Thank you.
Mr Shen and the minister went shopping for jewellery today.
- Expensive tastes.
- Apparently.
They spent an hour inside then went on to have lunch.
Not very discreet.
- What did they buy in the jewellery? - A diamond bracelet.
They're not in love.
- You can tell just by looking? - By their behaviour, yes.
Is that your area of expertise? Yes, Ma'am.
I have a PhD in behavioural science.
My doctorate was on covert seduction techniques.
Covert seduction techniques.
Yes, Ma'am.
They look like they are in love - but I doubt that Mr Shen is.
- And why is that? Shortly after lunch Mr Shen and the minister parted.
I had our surveillance split.
One followed the minister to a flower shop where he bought a dozen roses and sent them to his wife in Ottawa.
- Feeling guilty.
- Maintaining a front.
And Mr Shen went to another cafe where he met up with this man.
All right, Doctor.
Let me know how the romance unfolds.
Yes, Ma'am.
- How is that little baby coming along? - So far so good.
- Did you make the pickup at Dante's? - Got it right here.
What did your girlfriend say? Is she going to give you protection? She is a top cop.
She can pony up for a bodyguard, no? No, I can't ask her for protection.
I already owe her one.
She will want something pretty big from me soon.
I can smell it coming.
Give her your old pal Jack.
That ought to take care of it.
- I can't turn Jack over.
He is family.
- Not my family.
That guy should be excommunicated as far as I'm concerned.
He sold our weed to another guy.
That ain't family.
- Where's the loyalty? - He was in a tight spot.
You were in a tight spot and he abandoned ship.
Dante says you should call him.
Thanks.
You've got a dancer waiting to audition.
I think Jack is making this deal tonight.
He is loading up the van at the back door of a shop.
He is going to run the deal the same as usual? So far he is.
He's got the same mule, the same guy that delivers to us.
- What is his pattern? - If he follows routine, he loads up the van with the weed at his shop, drives the van to a drop-off, leaves it there.
Exchanges the key with a new guy.
The new guy brings in a new driver.
- How have you got this covered? - Three guys.
One at the shop, one ready to follow the van and one on the new guy at his hotel.
- What do you want to do? - We need the weed.
We've got to keep our line of supply open, or we lose the Montreal territory, which we obviously can't do.
We need to keep Jack as a supplier.
- How are we gonna do that? - Knock him over, teach him a lesson.
He realises he needs our security and comes running straight back to us.
- We can do that.
- I'm in.
How did we used to pay Jack? What was that routine? Cash on delivery.
He gives us the weed, we check for weight, quality.
We send a driver over to his store with the cash where he checks the count.
You want to double bang him with cash and weed? He'd deserve it.
You're right.
Let's get it started.
- And this is? - Howard Head.
He is a CPA with a big downtown outfit.
It's tax time.
Dante is preparing his taxes.
This guy is the Disciples' accountant? Dante has got a shit load of companies he is running as various fronts.
Those fronts have got to submit their tax filings.
Now is the time.
So what is the approach? Do you wanna squeeze the accountant? He'd just throw up a wall of lawyers and stall us till Doomsday.
Ideally I'd like to get a look at all of Dante's ownership paperwork without alerting Dante or the accountant.
If we find out what front companies he uses we can watch those a while and build a tight case.
All right.
Sounds like a good plan to me.
By the way, I'm hearing rumours that the DEA is up here, thinking about grabbing Reardon.
Have they filed charges on him? Not yet.
Any day now I expect.
Do you think they are just gonna abduct him and take him over the line? That's the rumour.
- It takes a lot of balls.
- More balls than brains as usual.
Let me know if you hear anything on the grapevine that can confirm that.
Will do.
Inspector General on line two for you, returning your call.
Thank you.
- Hello, Daniel, how are you? - Very well, thank you.
Did you meet with our friends from Special Investigations? I did, yes.
What's going on there? I may be wrong about this but I don't think the minister is about to sell any state secrets.
If you thought it was nothing why did you send Special Investigations my way? I wanted to stop them before they did any damage to a potential relationship with Mr Shen that may be of some use to us.
Listen, I really don't care if the minister is having a homosexual affair.
I'm interested in Mr Shen's viability as an agent for CSIS.
You want me to recruit Shen.
If you can.
If I'm extradited, what kind of charges am I looking at? We'll have to wait and see what the DEA decides to do.
I don't think they have much of a case now that their informant is dead.
His testimony was key.
Maybe that's why they are looking to kidnap you.
They don't think they can make the charges stick.
- Did you hear more about that rumour? - Not yet.
It makes sense they try something like that if they don't have a case.
If they don't think so, why kidnap me? So they can snuff you in transit.
I think Jack is moving the weed.
The van is leaving the store now.
The Chinese use a very different intelligence model than Western operations.
It's more of a community model.
They emphasise the use of semi-official agents.
Students, tourists, artists, diplomats, businessmen and residents who have been here a long time.
How does Shen fit into that model? He is what they call a social agent.
His focus is on personal character intel.
The private lives of influential people.
These social agents just gather intel.
Rarely are they active recruiters.
It's what Shen is doing, insinuating into the minister's private life.
Right.
He gets to know the minister and because of the homosexual relationship it's already a clandestine, covert affair.
They are already in a covert relationship sharing a secret lifestyle which makes the step to sharing more intimate secret information easier.
Does he have the technical expertise to ask the minister about technology - as in our nuclear power resources? - I don't think so, no.
I think they are probably just using Shen to seduce the minister.
They'll get the minister in a homosexual affair with probably lots of video evidence.
Then Shen will disappear.
He'll become a cut-out.
Then what could happen, we know they've done this before, they'll recall Shen back to China, arrest him, then extort the minister by saying they'll execute Shen unless the minister starts providing whatever intelligence.
- Kind of nasty.
- Nasty but effective.
Do we know if the minister cares if he is publicly outed as homosexual? I'm assuming he does.
He maintains a wife back in Ottawa so he is still officially closeted.
Right.
Very good.
- But it's all theory.
- Yes.
We don't know if Shen is an agent or not.
We have no proof of that.
No, Ma'am.
- Thank you.
- Shall I maintain surveillance on Shen? Yes, please.
- Hold up.
Where are you going? - I've got to talk to Jimmy.
Talk to me first.
- It's private.
- Good.
Let's hear it.
- No.
It's none of your business.
- Then you can't talk to him.
- Fuck you, Bob.
- Maybe you don't get the picture.
You got a job here because you did Jim a favour.
If you want to keep that job, stay away from Jim.
If you've got work to do, do it.
Otherwise don't come to the club.
I'm sitting on the weed.
Bill's tagging the mule for key exchange.
OK, stick on the weed.
Have you got a minute or is it against the law to talk to you now? Excuse me.
I was shopping for groceries and Francine suddenly showed up asking me all sorts of questions.
- What kind of questions? - Like did I live around there? And she already knew the building.
And then where was Bob? And what was my phone number? - And did I want a girls' night out? - That's probably a bad idea.
Am I ever going to get the chance to spend the night with you again? You don't want to? I don't believe you.
I got a family to worry about.
I can't do anything to freak out Francine right now.
What about down the road? I made a mistake.
If was a one-time thing.
Just you gotta understand that.
We gotta decide what we are gonna do.
I'll talk to you later.
- What's going on? - The weed is at Jack's stash.
He is using the same storage facility as always.
You wanna steal the weed before the pick-up, we gotta do it now.
I got a better idea.
We let the weed go, we hit Jack for the cash.
Thought you needed the weed to supply Montreal? Montreal are good for a couple of weeks.
We send them something later, it's OK.
You want the weed to go on through? I wanna use it to put the new guy out of business.
So for now you want to follow the weed? We're just going to watch the weed.
Follow anyone who picks it up.
- Copy.
- Stay in touch.
Hey, I think we should have a meeting.
- I've got something for you.
- We'll meet in about a half hour.
- How are we doing? - All right.
We've got the minister and Shen under 24 hour watch.
OK, so this confirms we've got a couple of lovebirds.
But you already knew that.
We needed it confirmed.
By someone far enough away from your office that you could deny having initiated surveillance on the minister.
Is it the minister or Shen you are interested in here? - Both.
- All right.
You've got confirmation.
Can you pick up Shen for us? And do what? Interrogate him.
That seems a little premature.
The Prime Minister's office wants it done.
Don't you think he might want evidence that he's doing something illegal first? He is.
As of yesterday he has overstayed his visa.
Right.
We want to nip this in the bud before the minister leaks anything.
I understand.
I'll pick him up.
They are on the move.
All right.
Keep on it.
Have you got something for me? I got a guy taking 500lb of weed heading stateside.
Who is the lucky target? I don't know but he is giving me a hard time.
So I'd be taking some troublesome competition off the street for you, - is that right? - That's right.
- You'll give me the details when? - As soon as I know where the weed is.
OK.
Give me enough time to get a takedown crew together.
Did you hear anything yet about this DEA plan to kidnap me? Not yet, no.
Are they doing this because the legit case against me is falling apart? With the two main witnesses against you being dead, I think that's a possibility.
Anything you could do to stop it? I can have you arrested, thrown in jail.
No, thanks.
I think I'll pass on that one.
Other than that, until somebody does something it's all just a rumour.
But I'd be cautious if I were you.
So you'll try and confirm this rumour for me? I'll try.
And you'll let me know about this other weed thing? - That could happen tonight.
- All right.
We don't want anybody shooting Jack during this.
Right? Everybody got that? You can rough them up but we just don't want them hurt too bad.
We just want them grateful they didn't get killed.
- 995 East Cordova.
It's the warehouse.
- Got it.
The weed is stashed on a warehouse on East Cordova.
Let me see who that is.
I've got an address for you.
I need to find out who owns the place.
Erm, all right.
Hang on.
I need a pen.
Hang on.
Go.
- 995.
- 995 East Cordova.
Got it.
Give me a couple of hours.
Right.
- You got someone watching Jack? - Yeah.
We're all set.
All right.
- This is looking good.
- I'm at the shop.
- How long are you going to be? - Give us an hour and a half.
We're just waiting.
Any minute now.
- I'm going to go get ready.
- Are you cool here? - What do we know? - Good news.
- The money has landed.
- In our bank? 50 mill of your own money in the Bahamas in your own bank.
- It's done.
- Good job, Phil.
Yeah, number one.
Mr Shen? I'm with the Canadian Security Intelligence Service.
So are these two gentlemen behind me.
Can you come with us quietly, please? Hey, Ronnie.
- Can I get the keys for downstairs? - Need some help? I got it.
How long is that flight to the Bahamas? It's a bit of a pain in the ass.
Gotta go through Toronto or Montreal.
Why? Do you want to go visit your money? A good excuse, right? Maybe take Sweet on a little trip before she gets too far along to fly.
Are you gonna get married? I can't.
I'm not divorced yet.
Does Sweet know this? Gonna have to take care of that.
You can take the blindfold off.
Inspector Spalding, Canadian Security Intelligence Service Director.
How are you? - Are you sending me back to China? - No.
Not necessarily.
I'd like to ask you a few questions before we make any decisions regarding your status.
When did you decide to defect? I planned it for five years.
How did you meet the minister? I was still on the cultural exchange tour.
I was invited to a government-sponsored dinner in Ottawa.
The minister was handing out a book prize.
How did you approach the minister? I didn't approach him.
He approached me.
He gave me his card and told me to visit him at his hotel.
He said he had connections to some publishers who might want to publish my work.
You know that you are suspected of spying? Yes, of course.
I'm Chinese.
You think we're all spies.
But you're not? This is the new guy? He's bringing the money himself.
We've got Jack and the new guy both over here.
We hit them both? Ask Jimmy what we do with the new guy.
Do we let him leave, lay into him? Hold on a sec.
Yeah, I'm looking for him.
Have you seen Jimmy? - What's up? - Bob wants to know what to do.
You're not gonna get the new guy in the bust with the weed.
He is over here with Jack right now.
It looks like he brought the cash.
Give me a couple of minutes.
Who is this man? He is a friend.
A lover.
Please don't tell the minister about this.
Understand my position here.
I need to find a way to stay in Canada.
Excuse me a minute.
It's a go for you.
The warehouse, 995 East Cordova.
You've got move fast.
The warehouse at 995 East Cordova.
It's a go.
Is that the bracelet the minister bought for you? You'd like to stay here and continue to enjoy the minister's company.
Do you know why you're being investigated? The government is afraid the minister will be exposed as a homosexual and will lose his seat in the next election.
Is that what the minister is afraid of? They don't think he'll be re-elected if he is outed.
They need him to win his seat.
Would you be interested in remaining in the country and doing a little work for me? - What is the other choice? - I'm not sure there is one.
You want me to spy on the minister.
No.
I want you to tell me everything you can about the Chinese secret service here in Canada.
How they work, what they are after.
Would I have to stop seeing the minister? You're going to leave him sooner or later.
I'm asking that it be sooner.
You put me in a difficult position.
What do you say? What's the money like? It's negotiable.
I hope you don't got Lorna's perfume all over you.
Maybe you got a death wish.
Yeah.
It's a go.
Nobody move! Nobody move! Down! Down! You, down! What the hell is this? Move it! Move.
