Intelligence (2006) s02e06 Episode Script

Something in the Air

Rene Desjardins? - Nick Jordan.
- How you doing? Do you know why I'm here? You're with the DEA and you're after some intel on Jimmy Reardon.
- That's right.
- What's your interest in him? You heard about him shooting an agent in Seattle? Yeah, but I heard they were gonna drop those charges.
Not all of them.
We're gonna try to extradite him on some drug charges, but that always takes a bit of time.
It's my job to know where he is - in case he tries to flee the country.
- Right.
Tell me what you need.
Let's start with the basics.
Where he lives, works, who his family, friends, associates are, what his regular routine is, where he gets his morning coffee.
So, names, addresses, photographs of friends and family.
You've got a place to start? All right, try me tomorrow, see what I can get.
- Good to meet you.
- Likewise.
I'm gonna need a cover vehicle for the entry team, a video camera and possibly a portable copying machine, and a locksmith on standby.
All right.
Dante just left the pool hall.
And I picked off - his alarm code over his shoulder.
- All right.
I'm on my way.
Have we got somebody following him? Pete's got the eye on him.
Get that lockpicker over to Dante's pool hall ASAP.
Yes? I'm doing an entry on Dante's headquarters tonight.
What's the plan? We've seen his accountant there lately.
It's tax time, so I'm guessing he's got all his papers in his office.
We just got the alarm code, so I'm going in tonight to take a peek.
OK.
Sounds good.
Have you got a warrant for tonight? Going in on a general warrant.
- Just going in for a looksie.
- Let me know what you find.
Mr Judd Walters from Financial Investigation to see you.
- Hello.
How are you? - I'm fine, thank you.
Sorry for cutting in to your evening, my plane was late leaving.
No problem.
- How can I help you? - Inspector General referred me to you, said you knew how to run a discreet operation.
- I like to think so.
- All right, well, here's the deal.
I'm sure you're aware of our government's concern for the flight of corporate taxes out of the country.
I read the briefs.
Our Financial Transaction Investigation Unit has been monitoring a number of corporate groups who have been involved in some massive tax evasion schemes, and one of these, the Blackmire Group, is meeting here in Vancouver.
We'd like you to monitor the situation.
- When will this happen? - The day after tomorrow.
We're working with the FBI on this and they gave us the heads-up.
They can't monitor American companies here in Canada, - which is why they came to us.
- And what is it you're after? Anything we can glean about how they're moving money out the country, what sort of domestic institutions they're using to launder money, and where is it landing.
Sounds like it's a basic follow-the-money investigation.
Right.
We've got all the warrants you'll need, not an issue.
Can you tell me who and what the Blackmire Group is? It's an affiliation of Canadian and American resource companies with massive Canadian holdings.
They're basically getting together to work out how to move the money around to avoid paying taxes here.
We're talking huge amounts of tax dodging, billions of dollars annually.
Do we have anybody in the hotel we can approach? The head of security is an ex-CSIS, Dave Baker.
He'll be co-operating.
I know Dave.
I'll try and get a wire team in there tomorrow.
- How you been? - Getting by.
You? - All right.
Jimmy's on the roof.
- I'll find my way up.
Dante just landed at the Chickadee.
Watch him.
Let us know when he leaves the club.
Hang on.
Dante just arrived at the Chickadee.
So that gives us what, half-an-hour driving time back to the pool hall? Half an hour or so.
Lockpicker? Let's go.
- Let me know when Dante leaves.
- You got it.
Here you go.
75 grand.
15 points on the half mill you loaned us.
- Grazie.
- Thanks for helping us out.
You top off those machines? Everything kosher? Glad to hear it.
My man says you're ready to sell me a bank machine business.
- Are you interested? - Sure.
That's why I'm here.
What's the deal? We've got 500 ATMs here in Vancouver.
You can have 'em all if you guarantee to wash all the money you move through them through our bank in the Bahamas.
You have an offshore bank now? Seriously, you got a piece of this thing? Irish Bank of the Bahamas.
Up and running as of today.
Holy shit.
Have you gone all legit on me now? We're trying.
Congratulations.
Think I'm gonna like this.
How does it work? Same as it does now.
You load up the machines with dirty cash, customer takes the money out, - customer's bank repays you the cash.
- But now it goes to you offshore? Instead of them repaying you here in Canada, they reimburse you by sending the money directly to us and then we ship it to you anywhere in the world clean.
And what's this Irish bank gonna charge me on my dollar? Ten cents on the dollar.
Dime on the dollar, that sounds pretty fair.
You can leave the money to collect interest or we can reinvest it for you.
Lots of options.
I'm gonna like this.
Do you have a number in mind for the bank machines? Ronnie, you've got the number somewhere, haven't you? I'll go get 'em.
What are you drinking? Scotch is good.
Jesus Christ, the Bank of Reardon! Gotta hand it to you, Jim.
Smart move.
Take a look at that safe, see if there's anything doing.
Do you ever send your escorts into the Bancroft Hotel? - No, not yet.
They won't let me in.
- Why not? Haven't met the right connections.
I'm gonna introduce you to their head of security.
I want you on standby.
If he calls you, I want you to send in Julianna - along with the other girls.
- All right.
Congratulations on the promotion.
- Heard you're on the spy service now.
- Yes, I am.
And thank you.
Maybe we'll start getting a few things right now? Hope so.
You talked with Judd about this Blackmire Group thing, - he said he cleared it with you? - How do you wanna proceed? They're sending a wire team over tomorrow morning, if that's OK.
I'll be here.
And this is Katarina.
She's with Premium Escorts.
Pleasure to meet you.
I think I kicked a few of your escorts outta here! Let's hope we can put an end to that.
You should have told me you were a friend of Mary's.
- I'm a friend of Mary's.
- Now I know.
Good to meet you.
If any of the Blackmire Group wants company while in town, - Katarina gets the call, yeah? - I'll put the word out.
Tell your wire to ask for me.
I'll take them in the back way.
- Thank you.
How's the kids? - Good, good.
Two in college already.
Still married to that husband of yours? - No husband.
- Sorry to hear that.
C'est la vie.
C'est la vie.
- Night.
- Night.
Dante's just leaving now.
We're on our way.
- Do you know what it's gonna be yet? - I go for an ultrasound tomorrow.
But I don't wanna know.
As long as she's healthy.
Ready to roll? Just going to the bathroom.
I got news.
Meet me out back.
I just met with the guy from the DEA.
- He's up here looking for intel.
- What did he say? He's not gonna jump in till he gets the orders.
Says it's a back-up plan in case you leave the country before you're officially extradited.
How many of these guys are looking for me? I'm just talking the one guy but you can bet - he's got a whole crew in the wings.
- What does he want from you? Home address, friends, family, business associates What do you want me to do? I gotta give him something.
Give him what you already got on file about me.
If you give it to him, he's gonna come back for more.
- Just try and be part of his game.
- Yeah.
Yeah, I'm in there.
Thanks.
What's your read on him? I don't think they're gonna wait for the official extradition order.
They guy's already here in the country.
Why is here if he's waiting on an extradition process that might take a year? So you definitely think he'll jump me if he sees chance? I think he's on a scouting party and he's ready to call the troops.
OK, you go back to this guy and make him think you're doing a good job.
Let me know where and when you meet him.
I want to look at him.
All right.
Take it easy.
Watch yourself.
I spoke to the Department of Justice about Reardon's extradition.
- Is that going ahead? - They've started the paper exchange.
The FBI and the DEA are going to be giving evidence for organised crime and conspiracy to import marijuana charges We should get something from Justice soon.
- What's the next step? - Justice will ask that the Attorney General issue a warrant for Jim's provisional arrest.
Provisional arrest? On what grounds? If they think he might continue to commit crimes here or if there's a risk he'll flee the country, they'll lock him up.
How long before the AG issues an arrest warrant? Could be as soon as a week or so.
I'll be speaking to the AG.
You heard they got a kidnap crew looking to pick him up? - Rumours are DEA had people here.
- It's not a rumour.
They're here.
Shall I be telling Jim to disappear? - I'll let you know if it comes to that.
- Please do.
Boardroom's on the mezzanine, suites are on the third floor.
Let's start with the boardroom.
How you been? Not bad.
Got a new boss shaking things up.
We'll become a real spy service if it keeps up.
- Know anything about these targets? - The Blackmire Group are finding ways to dodge taxes.
Gonna let Katarina work your hotel now? Maybe.
How long's she been working for you? A year.
She's good.
Upscaled the street, four star.
Management's been trying to kick all the hookers out.
Business went through the floor.
Now we're trying to get it back! What's a five-star hotel without hookers? Give Katarina a call.
She gives good service.
Let's go.
After you.
Inspector, I ran some profiles on the Blackmire Group.
They represent various industries - construction, oil and gas pipelines, shipping, hydro.
Huge assets.
They're impressive players, well connected.
And the chairman has an interesting background.
He was the assistant director of the Central Intelligence Agency in the early '90s.
Come in.
Close the door.
OK, we're going out for the disciples on a Proceeds of Crime operation.
We're gonna access Dante's office, so we'll be making a surreptitious entry.
Danny's set up a surveillance post across the street already, so we'll be able to watch the front door.
- When do you want to do this? - Soon as we see the opportunity.
We want to be in there a couple of hours and we need to copy whatever documents we can, so arrange that.
We'll have to keep an eye on Dante while we do this.
Do you know what time he closes for the night over there? He usually goes home around midnight, 1am, and they open back up around 7am, so sometime between 3am and 6am.
- What's the best night? - As soon as we see the opportunity.
Do you know how to run a photocopier? Good.
Get a portable one ready to go.
Are we going to get the hotel wired in time? Why didn't you mention that the Blackmire chairman is ex-CIA? - What's your game? - I assumed you'd do the research.
Are we looking at just tax evasion or something else? We have a warrant to gather evidence of tax evasion.
If something else is being talked about and you hear it on the wire, so be it.
Right.
Do you know what it is that I might happen to overhear? The Blackmire Group is active in the North American Unification Movement, which is interested in seeing the border between our two countries disappear.
And this meeting is a summit to further that idea? Exactly.
It's still a long way off, but what we fear they're planning is what amounts to a slow and silent coup d'état.
If the border disappears, Canada disappears.
Somebody went through my coat last night.
- It was in the staff room.
- Did you lose anything? My keys, $40 out of my wallet, all my ID.
Let me pay you what you lost.
You guys have got to remember to lock that door.
- It WAS locked.
- You're saying staff ripped you off? The door was locked.
Somebody had a key.
I'll put up a notice.
- Thank you.
- Sorry about that.
- It happens.
- Want to write me up a liquor order? Already did.
It's on your desk.
Hey, what's up? Just calling to say hi.
Did you find a new tutor for Stella? They're gonna come over if you want to interview her.
OK.
What time? I don't know.
She said she'd call.
I'll let you know later.
Around four, maybe.
- OK, I'll see you.
- I love you.
Love you.
Did either of you give this number to Francine? - Did Coombs get hold of you? - No, not yet.
He just met with your girl from CSIS.
She says the AG could be issuing a warrant for your arrest in a week or so.
Jesus Christ, that's fast.
What's with that? These things usually take years.
I guess Jim's a priority and they're closing in.
Rene said the DA's already got a black squad up here looking to jump you in case you make a run.
So we gotta be on standby again, bags packed, ready to go.
I got a plane ready at the shipyard.
What am I gonna do about the family? Where are we? We're putting in the wire in the boardroom now.
- The chairman of Blackmire is ex-CIA.
- Interesting.
Financial asked us to do this because they're scared shitless it could blow up in their face.
Be very careful with this.
We're dipping our oar in very dangerous waters.
We gotta close some deals.
We should call Dante and tell we need an offer for the bank machines today.
Hey, look who's in from the Bahamas.
- Not interrupting anything, I hope.
- Not at all.
Come on in.
- Nothing's going sideways, I hope.
- Not at all.
Everything's fine.
I was in town on some other business and thought I'd apologise for that fracas the other day.
Everything's all right your end? No more problems with law enforcement? - No.
We're good.
- Good.
So what other business do you have here? We have a couple of corporate clients in Vancouver.
There's a lot of potential here.
Some of the recent changes to the tax laws, for example Cheers.
caused a bit of a flutter in the markets and people are rushing to get offshore.
So that's it? Just came by to say hello? Well, I did want to talk to you about Mr Hogarty.
I spoke with him today.
He's ready to start.
- Have you got a problem there? - No, not with him personally.
But I was just wondering whether it might be prudent to find another bank to replace his.
You want to get some distance, cut him out? Yeas, given Mr Reardon's notoriety.
- I get no problems with any of that.
- Got somebody else in mind? I have a couple of candidates I've known a long time and I could arrange for you to meet them while I'm still here.
Or you could nominate a candidate you choose.
Yeah, no harm in that.
Set it up.
All right, then.
One other thing Would you have a number for a young lady I met here? I believe her name was Candice.
Candice? You mean Candy? Sure, I can get that for you.
OK, good.
Well, I'll keep you posted, then.
You heard him.
Hogarty's gotta go.
I'm gonna have to peace him off.
I don't want him freaking out.
I think these Blackmire folks might have their own security man along - to sweep for the wire.
- They called.
I got that covered.
I gave them my old CSIS credentials and they hired me! - Perfect.
- So how do you want to handle that? You'll be sweeping where we're hanging wire.
- I'll tell 'em I swept and it's clean.
- What if they wanna watch you sweep? I know how to not find a bug.
I've been doing this a long time.
- Where are we monitoring this from? - We've got a room just down the hall.
You never told me why you quit the service.
- I didn't quit.
They drummed me out.
- Why's that? I didn't like the way things were being run.
Now it's a little different.
We got hookers on the payroll now.
Sometimes you gotta get down and dirty to get the job done.
Maybe we should go out for a drink, talk about that.
You'd consider coming to work for me? Actually, I'm just looking for a date.
But if there's a job goes with it, I'll think about it.
Here you go.
This is it.
All right.
Let me know when their meeting begins.
- We're upstairs.
- Is everything OK? - I think so.
Do we look different? - No, I just met with Jim.
I thought maybe we had a problem.
I don't think so.
- Are you staying clean? - I'm good.
Good.
Cos you know what happens if you get out of line again.
I understand.
John.
Thanks for coming down.
No problem.
- Do you want a drink? - No, thanks, I'm trying to dry out.
Good.
I'm glad to hear that.
I want to make you a proposition.
I want to make you one too.
Go ahead.
- Everything OK with the Bahama bank? - So far so good.
Good, good.
Before I leave my bank and start running yours, I'd like to - talk about my deal.
- So would I.
Go ahead.
Considering the amount of money that'll be flying through the bank, I feel I should get a bump on my percentage ownership deal.
The current deal does not reflect the amount of legitimacy that I bring to the table.
I'm not gonna bump up your deal.
- We're gonna buy you out.
- Why? We need to put some distance between the deal with you and the deal with the Bahamas.
- They're not happy with you.
- Not happy? They think you're too high profile.
I'm gonna make you a generous offer.
I'm gonna ask you to step back from the deal, wash your hands of it.
You'll still be doing some work for Dante.
He's gonna buy out ATM machines.
I'd like you to handle that.
If that's the way you need it to happen, I understand.
Should we talk money now? Two million.
That's very generous.
That's fine, yeah.
All right.
I'll give you a shout tomorrow.
We'll work out the deal, the payments.
OK.
Listen, good luck.
I'm sure it'll work out well for you.
You give me a call.
- We're all clean in here? - All clean.
- Let me know if you need anything.
- I will.
Morning, Mr Browne, sir, how are you feeling today? Not too badly, thank you, Carl.
Let's try to get started on time, please.
- We've a lot of material to cover.
- Yes, sir.
Everyone's here, ready.
Coffee break in an hour and a half.
Have it ready.
I'll have catering up.
I also need the number of a good escort service.
- Do you have something to recommend? - I think I do.
I'll find you later.
Everything up and running? Audio's good? So far.
The security man just asked me to recommend an escort.
I'd like to thank you all for coming.
I trust you all had good flights.
I believe everybody knows each other, so let's just jump right in.
We're very fortunate to have with us today Mr Charles Fellows.
Charles is the President of the Merchant Bank of Canada and is here to give us an overview of the tax burden that we can expect from the present government if they manage to stay in power.
- Charles.
- Thank you, George.
I wish I had good news for you all, but I don't.
We're going to have to be much more aggressive on our tax avoidance issues.
Katarina's been questioned.
Good.
Let her know she's on standby.
Morning.
How did we do at the offices last night? Fantastic.
We had no time to retrieve any materials, but we confirmed what I hoped.
Dante's got a couple of small cabinets full of numbered company documents.
You optimistic you'll find where he's hiding his assets? We'll be going back in again to get a better idea as soon as we can.
I have the Attorney General waiting on the line.
Good morning.
Yes, sir.
When will you be issuing the warrant? I don't think you should be waiting to jump.
I'd like to see you out of the country or up north next couple of days.
They need an extradition order first I'll get the heads up on that.
We need to talk.
You want to pull a deal on entry? - Why, what's the story? - Dante just locked up and walked away.
It's a long weekend.
Looks like he's taking Friday off.
He's closing up the shop? Just hung a sign on the door.
Said he won't be back open till Monday.
- Do we know where he's gone? - Pete called.
Said he's going to the ball game with his kids.
It's a double header.
Or we can wait till tonight.
Might be easier.
Let's go now.
So they're gonna arrest me and hold me until they decide there's enough evidence against me? That's what the AG told me.
And if they do that, there's a good chance I'll face trial in the States? Right.
Unless possibly I can convince the AG that you're an essential confidential informant.
Then he might look at the evidence differently.
You think it's a good idea he knows I'm talking to you? It's not a good idea, but it may offer you the protection you need.
But it could also leak from his office onto the street.
Always.
But I believe if I tell the AG that this is confidential, and your life is at risk if it's revealed, he'll keep it confidential.
- Can you vouch for the guy? - I think so.
OK, give it a shot.
- It's me.
How are we doing? - What's up? I'm meeting this DA guy in half an hour at Victory Square.
You said you wanted Bob take a look at him.
Meet me by my car.
Rene's gonna meet this guy down in Victory Square in half an hour.
OK, it's clear.
Dante left a note for the accountant.
We've got a visitor.
Looks like he's heading inside.
It's the accountant.
- Send in the uniform.
- Send in the uniform.
Excuse me, sir? May I help you? Do you work here? I'm the accountant.
Is there a problem? - Is this your vehicle in the lot? - Yes, it is.
Can you step outside? We have a report of a similar vehicle being in a hit-and-run.
- I wasn't in any hit-and-run.
- Please just step outside a moment.
I need to see some ID, registration and insurance.
Where was this hit-and-run? Everybody back in 15 minutes, please.
We still have a lot to cover.
Good.
They've just broken for coffee.
You'll wanna hear this.
- Rewind to the juicy bit.
- What have you got? They got the tax issues out of the way early.
Most of the day has been discussions around water rights.
Browne argues that all water going to Canada is a continental resource.
Here we go.
This is the interesting bit.
We must fund our candidates through back-door channels.
Charles, I believe you're arranging the finances through one of your bank affiliates, yes? - Yes, we're meeting tomorrow.
- Good.
That's excellent.
This is exactly what you have to do here in Canada.
You've got to get this issue front and centre through the media, of course, but you've also got to get your candidates speaking positively on these issues What's going on there? They're talking about how to hide their funding of political candidates who support the North American Union concept.
Just got a call from Browne's security.
He wants an escort for this evening.
Get copies of what you've taped so far to me ASAP, yeah? Yes, ma'ame.
Katarina, please.
Hello.
I need you to go to work tonight.
Get me as close as you can.
Come on, Rene.
Turn this guy around.
I'm getting the back of his head.
I got you home addresses, business addresses and known associates.
Drives his daughter to school regularly? Yeah, as far as I know.
Can you get me the address of that school? Shouldn't be difficult.
Here we go As soon as you can.
All right.
The guy's asking me for the address of your daughter's school.
As soon as I can get it.
Which means today.
- Planning on making a move on me? - Feels like it.
I think Bob's got his picture and I got plate numbers for you.
What? I think they're gonna come after me.
Yes, ma'am? Some tapes of the Blackmire meeting are being sent over.
Have them transcribed immediately, for my eyes only.
Yes, ma'am.
Be ready to go in again tonight.
Soon as we're told the accountant's gone, be ready.
I'm gonna need to talk to the Inspector General.
- Can I have a word? - Come in.
We got inside Dante's, but we were interrupted by the accountant.
- Gonna back in as soon as we can.
- How's it looking? Very good.
I found a note from Dante to the accountant asking how much they could afford to pay for Reardon's bank machines.
- Reardon's selling his bank machines? - That's what it says.
The note also says he's acquired ownership of an offshore bank.
OK.
That's something we didn't know.
Any details? Not yet.
Make sure I see whatever paper you get out of Dante's.
Will do.
The Inspector General's on the line.
How are you? Are you aware of this Blackmire affair? I am.
Are we supposed to be sharing this information with the FBI? I think we are, yes.
And they're looking at Blackmire for tax evasion prosecution, right? I believe so.
Well, some things we'll have to edit before they get a look at it.
What are your concerns? The FBI may be compelled to share what we have with the CIA.
The CIA learns we're onto this Blackmire programme, they're going to bury it and us.
Can you tell me what it's about? It's about our water.
All right, encrypt what you have, send it to me and I'll take a look.
Hand these around to your boys.
This guy wants to put Jimmy in a sack and take him over the line.
If he gets within a couple of hundred yards, put yourself between them.
Do what you have to do.
We don't want to have to shoot this fuck, but if it comes down to it, - do what you gotta do.
- We've got a few guys up on the roof, - front and back.
- You too.
- What's going down? - Just got a few things to sort out.
You stay here with Stella till you hear from me.
- Where are we going? - I got a meeting.
You can't come.
I gotta see my CSIS contact.
She doesn't want to meet you.
Sorry, boss, she's gonna have to deal with it.
Back seat.
Lie down.
I got good information that this DEA guy's gonna make his move on me.
I spoke the AG.
He'll take your being a confidential informant into account.
I'd suggest that you up the stakes, make it more attractive for us to protect you.
How? I understand you recently got involved in an offshore bank.
Jesus Christ! How did you find that out? - Is it true? - What if it is? It's the sort of thing I could use in a deal with the AG.
Can I tell him you're willing to play? Can you stop this DEA guy before he gets to me? Perhaps.
This is him here.
Plate number's on the back.
Get him out of my hair - and it's a deal.
- I'll see what I can do.
Here goes the accountant.
He's leaving.
- Do you want this copied, boss? - Bear with me.
I'll make sure it goes back in the same order.
I have the transcriptions for the Blackmire wires.
- They've got quite a plan for Canada.
- Yes, they do.
- Yes? - We're at the hotel.
- We need a relationship here.
- I understand.
I need you to form a relationship with this man.
I understand.
You want him to fall in love with you, follow him wherever he goes and become his mistress, so you need to hook him with a good story.
I have good story.
Keep it simple, tragic, convince him you need to be rescued.
Rescue me! Good evening.
Julianna, is it? Julianna, yes.
Come on in.
Do you like champagne, Julianna? I love champagne.
How we doing? We got somebody on the roof yet? Yeah, I'm here.
Let me know when you need a break.
I ordered some pizza for the night.
Sound good? - How long do we have stay here? - Just a couple of days.
OK, here it is, it's all yours.
You can have the couch unless you wanna fight your pops for the bed.
- Thank you.
Sorry to put you out.
- Forget it.
We're gonna spend the night in a hotel.
We'll be OK.
There's food in the fridge, movies on the shelf.
Give us a call if you need anything.
