My guess is those two guys who grabbed Nuzo hired him to salvage something out there and killed him to keep it quiet.

Were the guys who hired Nuzo ever suspected of stealing gold while stationed in Iraq, yes or no? Yes.
They were suspected of trying to steal gold from one of Saddam's strongholds in Tikrit.
They managed to get their gold on a boat to Hawaii.
Those guys do a stretch in prison while their fortune sits at the bottom of the ocean waiting for them.

So a traitor CIA washout went into business with a wanted CIA officer? Using everything they learned from Uncle Sam.
What's the latest Intel you have on them? The three of them were spotted in Morocco together four months ago.
But by the time the CIA could move in, they were gone.
We think Foley and Brackett split off from Hannah sometime after that.
I'm guessing they figured Hannah was too big a target and they'd be better off on their own.
Any idea how Foley and Brackett found out about the gold? No.
Perhaps they have some connection to the man who killed Nuzo.
If they did, I couldn't find it.
You think you'll be able to track down Foley? We're gonna try.
Honestly, he could be the best chance you'll ever have at finding Hannah.
