Turner was gone.
Hale wasn't tied up, so they figured that maybe she was involved with him.

But they waited for him to come back.

What then? Then he took out one of the operatives with the butt of his gun, and he killed Ferris.
And why would Joe sneak into a house where two federal officers are waiting for him? The only reason I'm having this conversation with you is I'm looking for another version of this story where I didn't just get two people killed.
